파주시가 불법 주정차 과태료 부과의 공정성과 투명성을 높이기 위한 심의위원회를 정기적으로 운영하며 시민 권익 보호에 나서고 있다.
파주시는 지난 27일 '불법 주정차 위반 과태료 부과 의견진술 심의위원회'를 개최했다고 밝혔다.
매월 1~2회 정기적으로 열리는 이 위원회는 교통 관련 단체 임원과 관계 공무원 등 총 7명으로 구성돼 있다.

위원회는 주정차 위반 과태료 부과 전 의견제출 기간 내에 접수된 의견진술서를 검토해 부과 또는 면제 여부를 결정한다.
심의 대상은 응급환자 수송이나 치료, 장애인 승하차 지원 등 부득이한 사유에 해당하는 경우다.
단순 위반 여부 판단을 넘어 도로 여건, 교통안전, 시민 불편 요소 등을 종합적으로 고려해 형평성과 합리성을 확보하는 데 중점을 두고 있다.
이번 심의에서는 지난해 12월 부과된 과태료 총 270건을 심의했다.
처분 결과에 불복할 경우 60일 이내 이의신청서를 제출하면 관할 법원에서 재판을 받을 수 있다.
이성원 주차관리과장은 "의견진술 심의위원회는 시민의 권익을 보호하고 행정의 신뢰성을 높이기 위한 중요한 절차"라며 "앞으로도 공정하고 투명한 심의를 통해 시민이 공감할 수 있는 주정차 행정을 추진하겠다"고 말했다.
파주시는 지난해 한 해 동안 총 4,960건의 주정차 위반 과태료 부과 관련 의견진술을 접수·처리하며 시민 권익 보호와 공정한 행정절차 운영에 힘써왔다.
