세종시의회 행정복지위원회는 5일 '국립체육영재학교 유치 관련 관계기관 간담회'를 개최하고, 유치 확정을 위한 시청과 교육청의 구체적인 협력 방안을 모색했다.
이날 간담회에는 행정복지위원회 김현미 위원장, 김영현 부위원장, 김충식·이순열·홍나영 위원을 비롯해 세종시청 체육진흥과, 세종시교육청 중등교육과 관계자 등 10여 명이 참석했다.
참석자들은 17개 시도 중 세종시만 유일하게 체육중·고등학교가 없어 지역 엘리트 체육 인재들이 타 시도로 떠나는 상황이 지속되고 있다는 점을 공유하며, 이를 해소하기 위한 국립체육영재학교 유치 필요성에 대해 의견을 나눴다.
특히 문체부가 진행한 '국립체육영재학교 설립 및 운영을 위한 기본연구' 과정에서 세종시가 주요 지역으로 비중 있게 검토되었음에도, 최근 관련 법안(국민체육진흥법 개정안)이 국회에 계류 중이고 공모 방식 전환 가능성이 제기되는 등 대외적인 변수가 발생한 점에 주목했다.
김영현 부위원장은 "세종시 유소년 선수들이 야구 등에서 우수한 성적을 거두고 있음에도 상급 학교가 없어 운동을 포기하거나 전학을 가야 하는 실정"이라며, "영재학교 유치뿐만 아니라 기업 후원을 통한 프로팀 유치 등 '톱다운(Top-down)' 방식의 인프라 구축도 함께 고민해 볼 필요가 있다"고 제언했다.
홍나영 위원은 "기존 체육중·고등학교와 차별화된 국립체육영재학교만의 특화 종목이 논의되고 있는 만큼, 우리 아이들이 소외되지 않도록 교육청 차원에서 교육과정 연계 방안을 미리 세심하게 살펴봐 주길 바란다"고 말했다.
이순열 위원은 "국회에 계류 중인 법안 통과 추이를 지켜봐야 하겠지만, 세종연구원에서 수행하는 '국립체육영재학교 설립 추진 방안' 연구 과제가 속도감 있게 진행된다면 우리 시가 다시 한번 기회를 선점할 수 있을 것"이라고 전했다.
김현미 위원장은 "문체부의 기본연구 용역 등에서 세종시가 긍정적으로 검토되었던 기류가 있었음에도, 집행부가 예산 부족을 이유로 관련 용역비(3억원)를 반납하는 등 대응 과정에서 아쉬움이 있었다"고 언급했다.
이어 김 위원장은 "타 지자체와의 경쟁 가능성이 있는 만큼, 시청과 교육청이 긴밀한 협력 체계를 구축해 구체적인 실행 계획을 마련해야 한다"고 강조했다.
이에 대해 세종시 체육진흥과장은 "세종연구원 정책 연구를 통해 우리 시만의 자체 계획을 수립하고, 이를 근거로 문체부와 지속적으로 협의하여 대응해 나가겠다"고 답했다. 세종시교육청 중등교육과장은 "시청과 긴밀히 공조하고, 교육청 또한 교육과정 운영과 지역 인재 선발 비율 확보 등을 위해 적극 협력하겠다"고 밝혔다.
