이현숙 의원 주동 의정토론회 개최… 문화·복지·보건 결합한 새 패러다임 제안

충청남도의회가 도민의 정신적 안녕과 삶의 질을 획기적으로 높이기 위해 복지, 문화, 보건이 하나로 결합된 ‘웰니스(Wellness) 기반 문화복지도시’ 조성에 박차를 가하고 있다.
단순히 물질적 결핍을 채워주는 과거의 ‘생존 중심 복지’에서 벗어나, 도민 스스로 삶을 풍요롭게 설계할 수 있도록 돕는 새로운 공공정책의 틀을 짜겠다는 구상이다.
충남도의회는 11일 천안시청소년복합커뮤니티센터에서 이현숙 의원(비례·국민의힘)의 좌장 아래 ‘웰니스 기반 문화복지도시 조성 방안 의정토론회’를 열고 정책 전환을 위한 구체적인 실행 방안을 논의했다.
발제를 맡은 박성기 유원대학교 석좌교수는 현재 우리 사회가 직면한 초고령화와 정신건강 위기, 지역 소멸 등 복합적인 난제들을 해결하기 위해서는 정책 간 ‘칸막이’를 허무는 융합 행정이 필수적이라고 진단했다.
박 교수는 “웰니스 기반의 문화복지융합은 인간 중심의 가치를 도시 정책 전반에 녹여내는 일”이라며 “이는 선택의 문제를 넘어 지속 가능한 지역 사회를 위한 필연적인 정책 전환”이라고 강조했다.
이어진 지정토론에서는 대학교수와 현장 전문가, 도 관계 공무원들이 참여해 실질적인 실천 방안을 머리를 맞댔다. 참석자들은 충남의 지역적 특성을 반영한 웰니스 모델의 필요성에 공감하며, 문화산업과 복지정책이 유기적으로 연결될 때 도민들이 체감하는 행복지수가 높아질 것이라는 점에 입을 모았다.
좌장을 맡아 토론회를 이끈 이현숙 의원은 기존 복지 체계의 한계를 지적하며 정책적 변화를 촉구했다. 이 의원은 “급변하는 사회 환경 속에서 도민의 삶을 충분히 보듬기 위해서는 제도와 정책이 먼저 웰니스 기반으로 재편되어야 한다”고 피력했다.
특히 이 의원은 “교통과 인프라가 집중된 천안·아산 지역을 중심으로 문화와 복지가 융합된 선도 모델을 먼저 구축하겠다”며 “이를 바탕으로 충남 전역에 확산시킬 수 있는 일관된 정책 기반을 도의회 차원에서 마련해 나가겠다”고 약속했다.
