안 포항시장 출마 예정자는 “지역소멸 위기를 극복하려면 부모가 안심하고 일하고 아이가 안전하게 자랄 수 있는 도시가 돼야 한다”며 “포항을 아이 키우기 가장 편한 도시, 여성의 삶이 존중받는 도시로 만들겠다”고 밝혔다.
그는 포항의 합계출산율이 0.85명에 그치고, 아동 정서위기 고위험군이 크게 증가하는 등 돌봄 수요가 급증한 현실을 지적하며 “전 생애 통합형 돌봄 플랫폼 구축이 시급하다”고 진단했다.
이를 위해 포스텍, 한국로봇융합연구원 등 지역 연구기관과 연계한 ‘포항형 차세대 돌봄 모델’로 AI 로봇 돌봄 플랫폼을 구축하겠다고 밝혔다. 언어(외국어)·인지(수학) 튜터 로봇과 정신건강 돌봄 로봇을 단계적으로 도입해 교육·건강·안전이 결합된 미래형 돌봄 체계를 마련하겠다는 구상이다.
의료 분야에서는 24시간 아동전문병원 운영을 핵심 공약으로 내세웠다. 안 예정자는 “야간에 아이가 아프면 갈 곳이 부족한 것이 현실”이라며 24시간 아동전문병원 운영과 도심권 달빛어린이병원 추가 지정, 야간·휴일 진료 인력 지원 확대를 약속했다.
또 ‘돌봄 공백 0일 도시 포항’을 목표로 24시간 시립어린이집을 운영하고, 흩어진 돌봄 서비스를 통합하는 원스톱 아이돌봄 플랫폼을 구축하겠다고 밝혔다. AI 기반 안전 감지 시스템과 긴급 돌봄 확대를 통해 상시 연결되는 돌봄망을 만들겠다는 계획이다.
여성 정책과 관련해서는 “도시의 지속 가능성은 젊은 여성 인구에 달려 있다”며 AI 데이터, 제조로봇 등 제조업과 신산업 분야에서 여성 진입을 확대하고, 영상·디지털·사회서비스 분야 일자리 기회를 넓히겠다고 강조했다. 여성 맞춤형 직업훈련, 일자리 박람회, 창업 인큐베이팅을 통해 경력단절을 예방하겠다고 했다.
아울러 여성안심순찰대 확대, CPTED(범죄예방 환경설계) 사업 강화, 디지털 성범죄 특화상담소 운영과 피해자 법률·의료 지원을 통해 실질적인 보호 체계를 구축하겠다고 밝혔다.
안 예정자는 “포항의 미래는 아이의 웃음과 엄마의 안심 속에서 완성된다”며 “아이 키우기 좋고 여성이 존중받는 도시 포항을 만들겠다”고 말했다.
