파주시가 경기도가 추진 중인 평화경제특별구역 후보지 공모에 도전장을 내밀며 특구 유치를 위한 행정력을 총결집하고 있다.
시는 그동안 축적해온 준비 과정과 뛰어난 입지 조건을 앞세워 '가장 준비된 도시'임을 적극 알린다는 방침이다.
파주시의 준비는 법 제정과 동시에 시작됐다.
지난 2023년 6월 「평화경제특별구역법」이 제정되자마자 이듬달인 7월 전담팀(TF)을 신설하며 발 빠르게 대응에 나섰고, 자체 연구용역을 통해 구체적인 개발 구상안과 단계별 로드맵을 마련해왔다.
여기에 그치지 않고 '평화경제특구 유치 시민추진단'을 꾸려 민관 협업 체계를 공고히 다졌으며, 올해 1월에는 비전 선포식을 열어 지역사회의 유치 의지를 대내외에 강하게 천명한 바 있다.
파주시가 내세우는 가장 큰 경쟁력은 평화와 첨단산업이 공존하는 독보적인 입지다.
판문점, 남북출입사무소, 대성동마을 등 남북 경제협력의 상징적 자원을 보유한 동시에, LG디스플레이를 중심으로 한 첨단산업 클러스터가 이미 지역 내에 조성돼 있어 반도체·디스플레이 등 고부가가치 산업과의 시너지 창출이 기대된다.
교통 인프라 측면에서도 자유로와 서울문산고속도로, 경의중앙선에 더해 개통을 앞둔 GTX-A 노선까지 갖춰 수도권 전역과의 접근성이 뛰어나다.

파주시는 이번 공모 신청서에 그간의 성과와 함께 단계별 개발 전략 및 기대효과를 집약적으로 담아낼 계획이다.
특히 접경 지역이라는 이유로 감수해온 각종 중첩 규제를 오히려 성장 동력으로 전환하는 '파주형 모델'을 핵심 전략으로 내세울 예정이다.
시 관계자는 "평화경제특구는 100만 자족도시 파주를 이끌 핵심 엔진"이라며 "수도권이자 접경 지역이라는 이중 규제를 극복하고 첨단산업과 평화가 공존하는 대한민국 대표 모델을 파주에서 반드시 실현하겠다"고 강한 의지를 밝혔다.
한편 통일부는 2026년에서 2027년 사이 전국에 4개소 내외의 평화경제특구를 지정할 예정이며, 이에 앞서 경기도는 오는 4월 초까지 도내 후보지 4개소를 우선 선정할 계획이다.
