[브레이크뉴스=배종태 기자] “이번 부산 선거는 보수의 명운이 걸린 중대 선거입니다. 다시 태어나도 살고 싶은 글로벌 도시 부산을 완성하겠습니다.”
박형준 부산시장이 제9회 전국동시지방선거를 앞두고 9일 오전 국민의힘 공직 후보자 추천 신청서를 제출하며 3선 도전에 공식 나섰다. 2021년 보궐선거 첫 당선과 2022년 재선에 이어 또 한 번 시민의 선택을 받겠다는 각오다.
박 시장은 5년 전인 2021년 4월 부산시장 보궐선거를 떠올리며 “그때 우리는 중앙에서 지방까지 권력이 독점된 상황에서 가슴 벅찬 승리를 거뒀다”며 “보궐선거 승리는 무능한 정권을 심판하고 정권 재창출의 교두보를 놓은 역사적 순간이었다”고 회고했다. 이어 “지금 이 순간 다시 그때의 위기의식을 느끼지만 상황은 그때보다 훨씬 어렵다”고 진단했다.
그는 이번 선거의 성격을 두고 “이번 부산 선거는 부산만의 지방선거가 아니다. 부산을 잃는다면 대한민국은 연성 독재로 가는 길을 열고 보수는 재기 불능 상태에 빠질 수 있다”며 “부산의 승리는 보수를 살리는 승리이자 기울어진 대한민국을 바로 세우는 승리”라고 규정했다.
현 정권을 향한 비판 수위도 높였다. 박 시장은 “이재명 정권은 입으로는 웃으면서 손으로는 칼을 휘두르고 있다”며 “입법 독재를 기반으로 행정부를 장악한 데 이어 사법개악으로 사법부의 독립성을 해치고 대법원마저 행정부의 시녀로 만들려 하고 있다”고 말했다. 또 “오직 대통령의 사법 리스크를 피하기 위해 헌정 민주주의를 뿌리부터 흔들고 있다. 사법부와 검찰을 압박해 스스로 저지른 각종 범죄에 면죄부를 주려는 것은 헌정사상 한 번도 없었던 일”이라고 비판했다.
그러면서 지방 권력의 중요성을 부각했다. 박 시장은 “이들이 지방권력까지 독차지한다면 장기 집권과 연성 독재의 길을 열어주는 것”이라며 “비록 국민의 뜻을 온전히 받들지 못하고 정권을 지키지 못한 책임을 통감하지만 그렇다고 보수를 궤멸 상태로 내버려 둘 수는 없다”고 했다. 그는 “낙동강 전선은 보수의 마지막 배수진”이라며 “이곳에서 반드시 승리해 보수를 지키고 위험한 길로 향하는 대한민국을 바로잡겠다”고 강조했다.
박 시장은 지난 5년간의 부산 변화도 구체적인 수치와 사례로 제시했다. 그는 “제가 시장을 맡았던 5년 전 부산은 투자 유치 3천억 원, 하락 일로의 전국 꼴찌 수준 고용률, 가라앉은 혁신 역량 등 쇠퇴하는 지방 대도시의 전형이었다”고 말했다. 이어 “글로벌 허브도시를 제창하고 시민 행복을 최우선 가치로 삼아 다시 태어나도 살고 싶은 부산을 목표로 삼은 결과, 투자 유치는 25배 이상 늘어 2025년 8조 원을 기록했고 고용률 증가는 전국 최고 수준을 보였다”고 설명했다.
그는 “OECD 기준 고용률은 63퍼센트 수준에서 68퍼센트대로 높아졌고 상용 근로자는 역대 처음으로 100만 명을 돌파했다”고 밝혔다. 또 “세계적인 평가 기관이 조사하는 스마트 센터 도시, 삶의 질 도시, 금융 도시 순위도 크게 뛰어올랐고 KBS와 MBC 조사에서 부산 시민 삶 만족도는 75퍼센트에서 80퍼센트에 육박하고 있다”고 전했다. 해외 관광객에 대해서도 “증가율 전국 1위를 기록했고 지난해에는 역대 최고 기록을 20퍼센트 이상 넘어 400만 시대를 눈앞에 두고 있다”고 했다.
그동안의 현안 해결도 성과로 내세웠다. 박 시장은 “금정산 국립공원 지정, 낙동강 3대교 건설, 가덕도 신공항 계약 정상화, 제2센텀 첨단 융복합단지 기공, 센텀 만덕 대심도 완공 등 오랫동안 풀지 못했던 숙원 과제들을 해결했다”고 설명했다. 여기에 “부산발 교통혁명을 이끌 세계 최초 대심도 수소 트램 ButX도 기재부 적격성 심사의 벽을 넘어섰고, 전력반도체와 조선 3사 R and D 센터 유치, 지산학 협력을 통한 혁신 인재 양성 확대 등으로 혁신 인프라가 대폭 확충되고 있다”고 덧붙였다. 그는 “글로벌 허브도시와 다시 태어나도 살고 싶은 부산은 더 이상 백일몽이 아닌 현실에서 구현되는 용꿈이 되고 있다”고 자평했다.
이번 3선 도전의 명분에 대해 박 시장은 ‘성과의 완성’을 꼽았다. 그는 “지난 5년 부산은 올바른 비전을 세우고 이를 흔들림 없이 실천해 왔고 이제 열매를 맺고 있다”며 “이 시기에 잘못하면 열매가 익기도 전에 떨어질 수 있다”고 우려했다. 이어 “누구나 요리사가 될 수 있지만 아무나 좋은 요리사가 될 수는 없다. 같은 재료를 줘도 요리사의 식견과 경험, 소통과 공감 능력에 따라 전혀 다른 요리가 나온다”며 “시장도 마찬가지다. 글로벌 허브도시라는 열매와 다시 태어나도 살고 싶은 행복도시라는 열매를 제대로 수확하기 위해 다음 임기에 도전한다”고 말했다.
보수 진영의 통합도 거듭 요구했다. 박 시장은 “국민의힘이 최악의 선거 여건을 뚫고 지방선거에서 승리하려면 가장 먼저 보수의 대통합이 필요하다”며 “보수의 통합과 경계의 확장이 선거 승리의 유일한 길이고 다른 길은 없다”고 강조했다. 그는 “이 절대 명제 앞에서 다른 모든 것은 부차적인 문제에 불과하다”며 “다시 선공후사 정신으로 우리 모두 이 순간부터 분열의 언어를 중지하고 통합의 언어를 합창하자. 저부터 앞장서겠다”고 말했다.
박 시장은 “반드시 승리해 부산을 지키고 대한민국의 법치와 민주주의를 지키겠다”며 “다시 태어나도 살고 싶은 글로벌 도시 부산을 완성하겠다”고 3선 도전 의지를 분명히 했다.

Busan Mayor Park Heong joon has formally announced his bid for a third term in the upcoming ninth nationwide local elections, submitting his candidacy application to the ruling People Power Party. First elected in the 2021 by election and re elected in 2022, he is now seeking a third consecutive mandate from Busan citizens.
Park recalled the 2021 mayoral by election, held amid what he called a crisis for conservatives. “At that time, with power monopolized from the central government down to local levels, we achieved an inspiring victory,” he said, describing the by election as “a historic moment that punished an incompetent administration and laid the groundwork for a change in national leadership.”
He argued that the stakes are even higher today. “The current situation is more serious than it was five years ago,” Park said. “If we lose Busan in this election, Korea could move down the path of soft authoritarian rule, and the conservative camp may fall into a state of irrecoverable collapse. This election in Busan is not just a local contest, but a crucial battle that will decide the fate of the conservative bloc.”
Park also delivered a sharp criticism of the current administration. He claimed the government “smiles with its lips while wielding a knife with its hands,” accusing it of using legislative dominance to control the executive branch and pushing judicial reforms that “undermine the independence of the judiciary” and risk turning the Supreme Court into “a servant of the administration.” He argued that, in order to shield the president from legal risks, the ruling forces are “shaking the foundations of constitutional democracy” and attempting to grant de facto immunity for various alleged wrongdoings through pressure on the judiciary and prosecutors.
Against this backdrop, Park stressed that local power is the last line of defense. “If they also monopolize local governments, it will open the way to long term one party rule,” he said. “Although I humbly accept our responsibility for failing to fully uphold the will of the people and to maintain national power, we cannot simply stand by and allow conservatism to be destroyed. The Nakdong River front is the last defensive line for conservatives. We must win here to protect our values and correct the dangerous course of this country.”
Park highlighted what he views as Busan’s transformation over the past five years. He recalled that when he first took office, Busan “was the typical image of a declining large city,” with investment stuck at around 300 billion won, one of the lowest employment rates in the country, and stagnant innovation capacity. To reverse this, he said, his administration set out the vision of a “global hub city” with “citizen happiness as the top priority” and promoted Busan as a city where people would want to be born again and live again.
According to Park, these efforts have produced tangible results. He cited figures showing that annual investment attracted to the city surged more than twenty five fold to reach 8 trillion won by 2025, while the employment rate recorded the highest increase among major regions. Under the OECD standard, Busan’s employment rate rose from around 63 percent to the upper 68 percent range, and the number of regular employees surpassed one million for the first time in the city’s history. Global evaluation agencies have also sharply upgraded Busan’s rankings in areas such as smart city capacity, quality of life, and financial center competitiveness, he said.
Citizen satisfaction has risen in parallel, Park added, noting that survey results from major broadcasters show satisfaction with life in Busan climbing from around 75 percent to nearly 80 percent. The city has also seen a surge in foreign tourists, recording the highest growth rate in the country and setting a new all time high last year, with the four million visitor mark now in sight.
Park listed several long pending local issues he claims to have resolved, including national park designation for Mount Geumjeong, progress on three major bridges over the Nakdong River, normalization of the contract process for the new Gadeokdo Airport, groundbreaking for the second Centum high tech convergence complex, and completion of the Centum Manduk deep underground road. He also pointed to the approval of the world’s first deep underground hydrogen tram, known as ButX, as a key milestone that passed a major fiscal feasibility screening barrier. At the same time, he said, Busan has greatly expanded its innovation infrastructure by attracting facilities such as a power semiconductor cluster and R and D centers for the three major shipbuilding companies, while strengthening cooperation between local industry, universities and research institutes to cultivate talent.
“Thanks to these efforts, the vision of Busan as a global hub city and a place where people would willingly choose to live again is no longer a daydream but a realistic blueprint taking shape,” he asserted.
Explaining why he is seeking a third term, Park said this is “a time to harvest the fruits” of the past five years. “If we make a wrong choice at this stage, the fruits may fall before they fully ripen,” he warned. He compared the role of the mayor to that of a chef. “Anyone can become a cook, but not everyone can be a good chef. Even with the same ingredients, the outcome varies greatly depending on the chef’s insight, experience, communication, and empathy. The same is true for the leadership of a city,” he said, arguing that Busan now needs consistent, experienced leadership to complete its long term projects.
Park also stressed that conservative unity is essential for victory. “For the People Power Party to win under the worst electoral conditions, we must first achieve a grand unity within the conservative camp,” he said. “Expanding and integrating the conservative base is the only path to victory. There is no other way. Everything else is secondary to this absolute premise.”
Calling for an end to infighting, he urged party members and supporters to “stop using the language of division and instead join in the language of unity.” He pledged to take the lead “with a spirit of putting the public interest before personal gain” and to stand at the forefront of consolidation.
Concluding his statement, Park vowed, “We will win this election, protect Busan, and defend the rule of law and democracy in the Republic of Korea. I will complete Busan as a global hub city and a happy city where people would choose to live again, even if they were born anew.”
