[브레이크뉴스=배종태 기자] 부산시교육청은 특수교육 대상 학생 증가에 대응해 올해 39개 특수학급을 신설·증설한다. 당초 계획 28개를 초과한 이번 조치로 2026학년도 일반학교 특수학급이 총 736개로 늘어나 과밀 문제가 해소된다.
고교 특수교육 강화
부산광역시교육청(교육감 김석준)은 9일 ‘특수학급 신·증설 계획’을 발표했다. 올해 특수교육 대상 학생 급증에 맞춰 고등학교에만 10개 학급을 새로 설치했다. 2025학년도 고교 증설 실적이 없었던 점을 보완한 조치다.
사립학교 특수학급 5개↑
사립학교 특수학급도 2025학년도 14개에서 올해 19개로 늘었다. 사립 일반고와 특성화고 중심으로 고교 학생 배치 수요를 반영해 설치 기반을 마련했다. 부산의 사립고 비율 높은 지역 특성을 고려한 결과다.
지속 확대 계획
2026년 3월 진학수요 조사 기반 ‘사전예고제’를 시행해 증설 예측성을 높인다. 이를 통해 2026학년도 2학기와 2027학년도에도 신·증설을 추진한다. 3년간 연 28개씩 총 84개 확충 계획도 차질없이 진행된다.
김석준 교육감은 “현장 수요를 반영한 적극적 증설이 핵심”이라며 “고교 특수교육 여건을 강화해 모든 학생이 차별 없이 교육받도록 하겠다”고 밝혔다.

Private school special classes rise from 14 in 2025 to 19 this year, focusing on general and vocational high schools. The move reflects Busan's high share of private high schools and matches local student placement needs.
Long-Term Roadmap
A "pre-notice system" based on March 2026 enrollment surveys will improve planning accuracy. It ensures ongoing additions in the second semester of 2026 and into 2027, hitting the three-year target of 84 classes at 28 per year.
Superintendent Kim Seok-jun said active expansion reflecting on-the-ground needs is key, pledging to strengthen high school special education so every student learns without barriers.
