[브레이크뉴스=배종태 기자] 부산광역시의회가 민생 안정과 지역 경제 활력 회복을 위한 올해 첫 추가경정예산안 심의를 시작으로 제334회 임시회 일정에 들어갔다.
부산시의회는 11일부터 24일까지 14일간의 일정으로 제334회 임시회를 개회한다. 이번 임시회에서는 2,813억 원 규모의 '2026년도 제1회 추가경정예산안'을 비롯해 조례안 30건, 동의안 15건 등 총 52건의 안건을 처리할 예정이다.
민생 경제 회복 위한 추경 예산 집중 점검
이번 회기의 핵심인 제1회 추경예산안은 기정예산(17조 9,311억 원) 대비 1.6% 증가한 규모다. 시의회는 이번 예산이 목적에 맞게 편성되었는지 면밀히 검토하여, 민생 현장에 예산이 신속히 투입될 수 있도록 적극 지원한다는 방침이다.
회기 첫날인 11일 제1차 본회의에서는 시장의 추경안 제안 설명을 듣고 7명의 의원이 5분 자유발언을 통해 시정 현안을 짚었다.
동물원 정상화 및 민생 안전망 확충 요구
해양도시안전위원회 소속 의원들은 지연된 공약 이행과 사회적 약자 보호를 우선 과제로 꼽았다. 전원석 의원은 1,100억 원이 투입되는 퐁피두 미술관 분관 건립 사업의 밀실 행정을 비판하며, 6년째 방치된 삼정더파크 동물원의 공립화와 정상화에 행정력을 집중할 것을 요구했다. 배영숙 의원은 증가하는 은둔형 외톨이 문제에 대해 실태조사 결과 재은둔 위험이 높다는 점을 지적하며, 정책의 실효성을 담보할 재정 기반 점검을 촉구했다. 박종철 의원은 최근 발생한 호텔 추락 사고를 언급하며 숙박시설 안전 기준의 제도적 공백을 메울 가이드라인과 관리 체계 구축을 제안했다.
도시 인프라 개선 및 공간 활용 제언
효율적인 도시 공간 재배치와 교통 문제 해결을 위한 목소리도 높았다. 김효정 의원은 만덕센텀 도시고속화도로 진출입부의 병목 현상으로 인한 교통 대란을 부산시의 안일한 행정 결과라고 질타하며, 주민 불편 최소화를 위한 긴급 대책을 요구했다. 임말숙 의원은 53사단 부지의 지역전략사업 선정에 따른 개발제한구역 해제 토대가 마련된 만큼, 부지 이전과 압축 재배치 사업을 속도감 있게 추진할 것을 주문했다. 강주택 의원은 경부선 철도 지하화로 확보되는 상부 공간에 생활체육 시설을 대거 도입해 원도심 시민들의 건강 주권을 회복해야 한다고 강조했다.
미래 해양 전략 및 공공기관 이전
이승우 의원은 해양수산부의 부산 이전을 북극항로 시대를 대비한 핵심 전략으로 규정했다. 특히 안정적인 전력 인프라를 갖춘 기장군을 해양 관련 연구 및 기술 공공기관 배치의 최적지로 검토할 것을 제시하며 해양수도 부산의 엔진 역할을 강조했다.
이어 12일 제2차 본회의에서는 3명의 의원(조상진.서지연.박종철)이 시정질문에 나서 행정통합, 교육, 복지, 교통 등 분야별 현안 대책 마련을 촉구한다. 특히 시민 생활과 밀접한 5대 핵심 분야에 대한 대책 마련을 촉구할 예정이다.

상임위·예결위 거쳐 24일 최종 의결
세부 일정으로는 13일부터 19일까지 각 상임위원회에서 조례안과 추경안에 대한 예비심사를 진행한다. 이어 20일부터 23일까지 예산결산특별위원회의 종합심사를 거친 뒤, 회기 마지막 날인 24일 제3차 본회의에서 모든 안건을 최종 의결하며 일정을 마무리할 계획이다.
한편, 이번 임시회 이후 다음 회기인 제335회 임시회는 4월 23일부터 29일까지 7일간 개최될 예정이다.

The Busan Metropolitan Council announced that the session will run for 14 days, from March 11 to March 24. During this period, the Council plans to process a total of 52 items, including the "1st Supplementary Budget for 2026" amounting to 281.3 billion won, 30 ordinances, and 15 consent motions.
Intensive Review of Supplementary Budget for Economic Recovery
The highlight of this session, the first supplementary budget of the year, represents a 1.6% increase over the main budget ($17.9311$ trillion won). The Council intends to conduct a thorough review to ensure the budget is structured appropriately for its intended purposes and to provide active support so that funds can be promptly deployed to improve citizens' daily lives.
On the first day, March 11, the 1st plenary session featured the Mayor’s proposal speech for the supplementary budget, followed by 5-minute speeches from seven council members regarding municipal issues.
Demand for Zoo Normalization and Strengthening Public Safety Nets
Council members of the Maritime, City, and Safety Committee identified the fulfillment of long-delayed promises and the protection of vulnerable social groups as top priorities.
Councilor Jeon Won-seok criticized the lack of transparency in the 110 billion won Pompidou Center branch project, demanding that administrative efforts be focused on the public transition and normalization of the Samjeong The Park Zoo, which has been abandoned for six years. Councilor Bae Young-suk pointed out that survey results show a high risk of re-isolation among reclusive loners, urging a thorough review of the financial foundation to ensure the effectiveness of support policies. Councilor Park Jong-cheol cited a recent fatal fall at a hotel, proposing the establishment of a management system and safety guidelines to fill the regulatory gap regarding safety standards for lodging facilities.
Proposals for Urban Infrastructure Improvement and Spatial Utilization
There were also strong calls for efficient urban spatial rearrangement and solutions to chronic transportation issues.
Councilor Kim Hyo-jung criticized the city's negligent administration for the severe bottleneck and traffic chaos at the entry and exit points of the Mandeok-Centum Urban Expressway, demanding urgent measures to minimize resident inconvenience. Councilor Im Mal-suk noted that the selection of the 53rd Division site as a regional strategic project has paved the way for lifting Greenbelt restrictions, calling for the swift relocation and compressed rearrangement of the military base. Councilor Kang Ju-taek emphasized the need to secure the health rights of original downtown residents by introducing large-scale community sports facilities in the upper spaces created by the undergrounding of the Gyeongbu Line railway.
Future Maritime Strategy and Relocation of Public Agencies
Councilor Lee Seung-woo defined the relocation of the Ministry of Oceans and Fisheries to Busan as a core strategy for the era of the Northern Sea Route. He specifically suggested evaluating Gijang-gun, which possesses stable power infrastructure, as the optimal location for maritime-related research and technology agencies, highlighting its role as the engine for Busan's vision as a global maritime capital.
On the following day, March 12, the 2nd plenary session will involve municipal questioning by three council members, urging measures for key issues such as administrative integration, education, welfare, and transportation.

Final Approval Following Committee Reviews
According to the detailed schedule, standing committees will conduct preliminary reviews of ordinances and the supplementary budget for seven days, from March 13 to 19. Subsequently, the Special Committee on Budget and Accounts will carry out a comprehensive review from March 20 to 23. The session will conclude on March 24 with the final voting on all items during the 3rd plenary session.
The next session, the 335th extraordinary session, is scheduled to take place for seven days from April 23 to 29.
