[브레이크뉴스=배종태 기자] 부산광역시의회 건설교통위원회 소속 이복조 의원(국민의힘, 사하구4)이 3선 구의원 출신 현장 전문가를 표방하며 오는 6월 지방선거 사하구청장 출마를 공식 선언했다.
이 의원은 10일 오전 부산시의회 브리핑룸에서 기자회견을 열고 사하에서 태어나 장림초, 사하중, 동아고를 졸업한 토박이임을 강조하며 지역 사정을 가장 잘 아는 준비된 일꾼으로서 사하의 새로운 변화를 이끌겠다는 포부를 밝혔다.
이 의원은 청년 시절 사하구 청년연합회장을 맡아 현장에서 주민들과 호흡해 온 이력을 시작으로, 사하구의회 3선 의원을 거쳐 부산시의회 건설교통위원회와 예결위원회에서 활동했다. 그는 정치적 수사나 구호에 매몰되지 않고, 실제 현장에서 필요한 예산과 정책을 다뤄온 행정 전문가로서 사하의 위기를 정면 돌파하겠다는 의지를 밝혔다.
‘사하 미래 설계 2035’... 4대 혁신 전략 발표
이 의원은 현재 사하구가 수도권 집중화와 급격한 인구 감소, 주거지 노후화라는 삼중고에 직면해 있다고 진단했다. 이를 극복하기 위해 역동적인 서부산의 청사진을 담은 ‘사하 미래 설계 2035 프로젝트’를 가동하고 관광, 산업, 주거, 공간 등 4대 분야의 핵심 전략을 제시했다.
관광 분야에서는 감천문화마을부터 을숙도 생태공원, 장림 부네치아, 다대포 몰운대를 하나로 잇는 ‘체류형 관광벨트’ 구축을 약속했다. 단순한 경유지가 아닌 사하에서 머물고 소비하는 구조를 만들어 지역 경제의 체질을 개선하겠다는 구상이다. 산업 분야에서는 신평·장림 산업단지를 미래형 스마트 산단으로 재창조하여 청년들이 돌아오고 양질의 일자리가 넘치는 활력 도시를 만들겠다는 계획을 내놓았다.
기피시설 지하화와 주거 환경의 획기적 개선
주거 환경 개선에 대해서는 사하구의 지형적 특성을 고려한 맞춤형 대책을 내세웠다. 승학산 등 고지대가 많은 지역 특성에 맞춰 이동 편의성을 획기적으로 개선하고, 부족한 생활 SOC를 대폭 확충해 ‘살고 싶은 사하’를 만들겠다고 강조했다.
특히 공간 혁신을 위해 강변하수처리장과 같은 지역 내 기피 시설을 지하화하고, 확보된 상부 공간에 대규모 문화·체육 시설을 조성하여 주민들에게 돌려주는 ‘기회의 자산’으로 전환하겠다고 약속했다. 이는 단순한 시설 개선을 넘어 지역의 가치를 재평가받게 하겠다는 강력한 의지로 풀이된다.
“성과로 증명하는 구청장 될 것”
이 의원은 사하구에는 지금 정치적 수사가 아닌 실행 가능한 전략으로 예산을 확보하고 정책을 현실화할 사람이 절실하다고 역설했다. 사하를 가장 잘 아는 본인이 직접 발로 뛰며 지역민들이 체감할 수 있는 성과를 이끌어내겠다고 목소리를 높였다.
그러면서 그는 사하에서 태어나 정치인으로 성장한 만큼, 오직 구민의 행복만을 바라보며 사하의 지도를 다시 그려 나가겠다며 출사표를 던졌다.

Lee, who serves on the Construction and Transportation Committee of the Busan Metropolitan Council, held a press conference at the council briefing room to declare his bid for the upcoming local elections in June. As a native of the district who attended Jangnim Elementary, Saha Middle, and Dong a High School, Lee emphasized that he is a prepared leader who understands every corner of the region.
The candidate highlighted his extensive experience as a field expert, having served as the president of the Saha gu Youth Association and as a three term member of the Saha gu Council. Through his work on the metropolitan council’s budget and transportation committees, he stated that he has developed the expertise to manage budgets and policies effectively to address the district's challenges.
Lee diagnosed Saha gu as being at a critical crossroads due to population decline and aging infrastructure. To overcome these issues, he introduced the Saha Future Design 2035 project, which focuses on four key innovations in tourism, industry, housing, and urban space.
In the tourism sector, he promised to build a stay and consume tourism belt connecting Gamcheon Culture Village, Eulsukdo Eco Park, Jangnim Bunezia, and Dadaepo Molundae. Regarding industrial development, he shared a plan to transform the Sinpyeong and Jangnim industrial complexes into future oriented hubs to attract young people and create high quality jobs.
To improve the residential environment, Lee pledged to enhance mobility in high altitude areas near Mt. Seunghaksan and expand local social overhead capital. He particularly emphasized his plan to move avoided facilities like the Gangbyeon sewage treatment plant underground, transforming the surface areas into cultural and sports facilities for the community.
Lee stated that Saha gu currently requires a leader who can secure budgets and implement policies through practical strategies rather than political slogans. He concluded by promising to redraw the map of Saha gu for the happiness of its residents, vowing to prove his capabilities through results.
