[브레이크뉴스=배종태 기자] 주진우 의원이 전재수 의원의 출판기념회에서 불거진 고액 금품 수수 의혹에 대해 정치자금법 위반 소지를 제기하며 선관위의 엄정 조사를 촉구했다.
국민의힘 주진우 의원(부산 해운대갑)은 12일 더불어민주당 전재수 의원의 출판기념회에서 발생한 고액 돈봉투 의혹과 관련해 부산광역시 선거관리위원회에 정식 조사를 의뢰했다.
주 의원은 출판기념회 현장에서 책값 2만 원을 크게 상회하는 30만 원 상당의 현금 봉투가 다수 포착된 점을 지적하며 이는 명백한 정치자금법 위반 소지가 있다고 밝혔다.
선관위 유권해석 비판과 법적 형평성 제기
주 의원은 중앙선관위의 유권해석 방식에 대해 강한 유감을 표명했다. 선관위가 의례적 축하금은 허용하되 정치 활동용일 경우에만 부정수수죄를 적용한다는 식의 답변을 내놓은 것은 무책임한 줄타기 행정이라고 비판했다.
그는 현행 청탁금지법상 국회의원의 경조사비도 5만 원으로 제한되는 현실을 언급하며 30만 원이라는 거액이 어떻게 의례적인 수준으로 간주될 수 있느냐고 반문했다.
정치자금법 취지 훼손 우려
주 의원은 지방선거를 앞둔 시점에서 대규모 인원이 모인 행사를 통해 고액 현금이 오간 것은 명백한 정치 활동 자금 수수라고 지적했다.
그는 3,000명의 참석자가 10만 원씩만 내도 총액이 3억 원에 달한다며 이를 방치할 경우 국회의원 후원금 한도를 1억 5,000만 원으로 제한하는 법의 취지가 완전히 무색해진다고 주장했다.
금품 정치 근절 의지 강조
주 의원은 부산선관위에 전재수 의원에 대한 정식 조사를 의뢰하며 이번 사건을 철저히 규명할 것을 요청했다. 주 의원은 "국민을 기만하는 돈봉투 금품 정치를 반드시 근절하겠다"라고 의지를 밝혔다.

Rep. Joo Jin-woo (People Power Party, Haeundae-gap) filed an official request with the Busan Metropolitan City Election multisegment Commission on Thursday, March 12, seeking a formal investigation into allegations of high-value cash gifts exchanged at a book launch hosted by Rep. Jeon Jae-soo of the Democratic Party.
Joo pointed out that multiple envelopes containing 300,000 won in cash—far exceeding the book's retail price of 20,000 won—were spotted at the event. He stated that such transactions represent a clear potential violation of the Political Funds Act.
Criticism of the NEC’s "Vague" Interpretation
Joo sharply criticized the National Election Commission (NEC) for its ambiguous stance on the matter. The NEC had previously suggested that such payments are not a violation if deemed "customary congratulatory gifts," but constitute an illegal receipt of funds if intended for "political activities."
Joo dismissed this interpretation as irresponsible. He argued that under the current Anti-Corruption and Bribery Act (Kim Young-ran Act), even congratulatory or condolence payments for lawmakers are capped at 50,000 won. He questioned how a sum as large as 300,000 won could ever be considered a standard social courtesy.
Concerns Over Circumventing Fundraising Limits
Joo further contended that the exchange of high-value cash at a gathering of thousands, especially ahead of local elections, is undeniably a collection of funds for political purposes.
He noted that if 3,000 attendees contributed just 100,000 won each, the total would reach 300 million won. Joo warned that allowing such practices would render the legal limit on political donations—currently set at 150 million won per year—completely meaningless.
Commitment to Eradicating "Cash-Envelope" Politics
By formally requesting the probe into Rep. Jeon Jae-soo, Joo emphasized the need for a thorough investigation to uphold electoral integrity.
He concluded by vowing to put an end to "cash-envelope politics" that deceives the public and undermines the democratic process.
