[브레이크뉴스=배종태 기자] 국민의힘 보건복지위원회는 "정은경 보건복지부 장관과 질병관리청이 코로나19 백신 이물 신고와 관련된 매뉴얼을 지키지 않았다"며 책임 회피는 안된다고 비판했다.
김미애 의원 등 보건복지위원들은 11일 오후 국회소통관에서 기자회견을 열고 “국민 생명과 안전이 걸린 사안을 단순한 사과로 덮을 일은 아니다”라며 정 장관의 책임 있는 조치를 촉구했다.
국민의힘에 따르면 2021년 4월 질병관리청과 식품의약품안전처가 공동으로 마련한 ‘코로나19 백신 관련 공동대응 매뉴얼’에는, 백신 이물 신고 시 질병청이 이를 식약처에 통보하고 식약처가 조사를 주관하게 돼 있다. 그러나 질병청은 전체 1285건의 이물 신고 중 단 한 건도 식약처에 통보하지 않은 것으로 드러났다.
모더나 백신처럼 희석이나 분주 과정이 필요 없는 백신에서조차 개봉 전 이물이 발견됐지만, 정부는 동일 제조번호 백신 1420만 회분에 대한 접종을 중단하지 않고 강행했다. 일부 의료기관에서는 같은 날, 같은 병원에서 동일 유형의 이물 신고가 반복됐는데도 접종이 계속됐다.
위원회는 질병청이 백신 제조사 조사 결과만 믿은 채 독자적 검증을 소홀히 했다고 지적했다. 제조사 조사 결과가 신고보다 앞서 접수된 사례가 있었고, 9개월 뒤에야 답변이 회신된 경우도 확인됐다. 사진만으로 조사했거나 조사 자체가 불가능했던 건도 500건을 넘었다.
위원회는 또 “국민에게 동일 제조번호 백신의 이물 신고 사실을 공개하고, 접종 여부를 선택할 기회를 제공했어야 했다”며 “만약 국민이 그 사실을 알았다면 접종을 선택했을지 의문”이라고 말했다.
정 장관은 백신 관리 미흡과 매뉴얼 미준수에 대해 유감을 표했지만, 사퇴나 인사 조치 등 구체적 거취에 대해서는 답하지 않았다. 이에 국민의힘은 “국민 안전이 침해된 사안에 책임을 회피하는 태도는 부적절하다”고 강조했다.
감사원 감사 결과가 발표된 지 2주가 지났지만, 질병청의 후속 대책이 여전히 미비하다는 점도 문제로 지적됐다. 위원회는 “1420만 명이 위해 우려 백신을 맞았을 가능성을 배제할 수 없다”며 “이상반응 재조사와 인과성 재심사가 필요하다”고 주장했다.
최근 법원이 코로나 백신 접종 후 급성심근경색으로 사망한 공무원 유족의 손을 들어준 판결도 언급됐다. 위원회는 “법원이 인과성을 인정했음에도 질병청이 항소를 유지하고 있다”며 “특별법의 취지에 부합하지 않는다”고 비판했다.
국민의힘은 “국민은 정부를 믿고 백신 접종에 참여했지만, 정부는 신뢰에 책임으로 응답하지 않았다”며 “방역 신뢰 회복을 위해 국정조사와 특검 등 모든 수단을 동원해 진상을 규명하겠다”고 밝혔다.

The People Power Party’s Health and Welfare Committee on Wednesday accused Minister of Health and Welfare Jeong Eun-kyeong and the Korea Disease Control and Prevention Agency of violating COVID-19 vaccine safety protocols by failing to follow formal procedures for reporting contamination cases.
Rep. Kim Mi-ae and other members of the National Assembly’s Health and Welfare Committee held a press conference at the National Assembly’s press center on the afternoon of March 11, saying, “This is not an issue that can be dismissed with a simple apology,” and urging Minister Jeong Eun-kyeong to take responsible action.
According to the committee, the joint response manual issued in April 2021 by the KDCA and the Ministry of Food and Drug Safety required the KDCA to report any foreign substance cases to the drug safety authority for investigation. However, out of 1,285 contamination reports, not a single case was referred.
The lawmakers said that even vaccines like Moderna, which do not require dilution or transfer, were found to contain foreign substances before opening, but the government proceeded with inoculations for 14.2 million doses of the same batch. Multiple similar contamination cases were reported on the same day at the same hospital, suggesting a possible problem with certain lots, yet vaccinations were not suspended.
They also criticized the KDCA for relying solely on manufacturers’ reports without independent verification. Some investigation results were submitted nine months late, while more than 500 cases were closed based only on photographs or without physical inspection because the vaccines had already been discarded.
Minister Jeong has expressed regret over lapses in vaccine management but did not address calls to step down. The PPP criticized this as “an avoidance of responsibility in a matter directly affecting citizens’ health and safety.”
The committee also argued that the government should have disclosed contamination reports involving specific vaccine lots and given citizens the right to decide whether to receive those vaccines. “If the public had known, few would have chosen to be vaccinated with those doses,” they said.
Despite the Board of Audit and Inspection releasing its findings two weeks ago, lawmakers noted that the KDCA has yet to present clear remedial measures. “The agency must notify affected individuals, evaluate possible adverse reactions, and reexamine causality,” the committee added.
The PPP also referred to a recent court ruling that recognized a causal connection between a civil servant’s death from acute myocardial infarction and his COVID-19 vaccination. “Rather than appealing the ruling, the KDCA should respect the intent of the special compensation law,” they said.
“The public placed trust in the government during the pandemic,” the PPP concluded. “If the government fails to act responsibly now, no future public health policy will be trusted again.”
