[브레이크뉴스=배종태 기자] 부산시가 기존의 단순 환경정비 위주 노인일자리를 지속 가능한 돌봄 중심의 '리본 프로젝트'로 전환하며, 1만 명 규모의 '내편돌보미' 출범과 함께 세대통합 돌봄시대의 막을 열었다.
부산시는 16일 오후 시청 대강당에서 박형준 시장과 노인일자리 수행기관 관계자, 내편돌보미 참여자 등 700여 명이 참석한 가운데 '리본 프로젝트' 비전 선포 및 내편돌보미 출범식을 개최했다.
'리본'은 노년의 재도약(Re-Born)과 이웃·세대 간 연결(Ribbon)의 의미를 동시에 담고 있다. 이는 단순한 소득 보전을 넘어 돌봄과 관계, 존엄을 회복하는 도시 핵심 정책으로 노인일자리를 재정의하겠다는 취지다.
1만 명의 '내편돌보미', 현장 밀착형 통합돌봄 수행
이번 프로젝트의 핵심 역할을 수행할 '내편돌보미'는 올해 총 1만여 명이 선발됐다. 명칭에는 '내 집 가까이에서 편하게 일상을 돌봐준다'는 의미를 담았다.
기존 노인일자리가 주로 안부 확인 수준에 머물렀던 것과 달리, 내편돌보미는 서비스 대상과 범위를 대폭 확대했다. 이들은 노인, 아동, 장애인, 고독사 위험가구 등 돌봄이 필요한 시민을 대상으로 신체·정신 건강, 사회적 관계, 일상생활 등을 종합적으로 지원하는 '부산형 통합돌봄 서비스'를 제공한다.

세대 간 단절 해소와 따뜻한 복지 공동체 강화
박형준 시장은 이날 행사에서 "리본 프로젝트의 주축인 1만 내편돌보미는 노인이 돌봄의 대상이 아니라 모든 세대를 아우르는 정책의 주체임을 보여주는 상징"이라며 "어르신들의 역량과 지혜를 발판으로 부산을 다시 태어나도 살고 싶은 따뜻한 도시로 만들겠다"고 밝혔다.
출범식을 마친 내편돌보미들은 직무교육을 이수한 후 이달부터 본격적인 활동에 나선다. 시는 이를 통해 지역 내 돌봄 공백을 해소하고 세대 간 단절을 완화하는 선순환 복지 체계가 지역 곳곳에 뿌리내릴 것으로 기대하고 있다.

Redefining Senior Employment: The "Ribbon Project"
On March 16, Busan Mayor Park Heong-joon declared the vision for the **"Ribbon Project"** during a ceremony at City Hall attended by over 700 stakeholders, including senior club representatives and newly appointed caregivers.
The term "Ribbon" carries a dual meaning: a "Re-Born" opportunity for seniors in their later years and a "Ribbon" that connects neighbors and different generations. The initiative aims to redefine senior employment as a core urban policy that restores social relationships, dignity, and community welfare rather than simply providing a basic income.
10,000 "My-Side Caregivers" to Support Vulnerable Citizens
Central to this project is the launch of the "My-Side Caregivers" (Nae-pyeon Dolbomi), a group of 10,000 seniors selected to provide localized, accessible care. The name signifies caregivers who support daily life "comfortably" (Pyeon) at "my side" (Nae-pyeon).
Moving beyond traditional roles—which were often limited to checking on the safety of other elderly residents—these caregivers will now offer comprehensive "Busan-style Integrated Care." Their services target a wide demographic, including children, the disabled, and households at risk of lonely deaths, covering physical health, mental well-being, and social connectivity.
A New Symbol of Intergenerational Solidarity
Mayor Park Heong-joon emphasized that this shift transforms seniors from passive recipients of welfare into active protagonists of social policy. "The 10,000 My-Side Caregivers will serve as a symbol that seniors are the subjects of intergenerational policies that encompass everyone from children to the vulnerable," Park stated. He added that the city would leverage the wisdom and capabilities of its elders to make Busan "a warmer city and a place where people want to live again in their next life."
The caregivers are scheduled to begin their official duties this month following specialized job training. This initiative is expected to mitigate care gaps and alleviate social isolation, fostering a robust "welfare community" where citizens look after one another within their local neighborhoods.
