이 후보는 17일 발표를 통해 기존의 단순 방문 중심 관광에서 벗어나 관광객의 체류 시간을 늘리고 재방문을 유도하는 ‘체류형 관광 생태계’ 구축 방침을 밝혔다.

구상은 관광객 유입부터 체류, 재방문까지 이어지는 단계별 전략으로 구성됐다. 대형 랜드마크 조성으로 초기 방문을 유도하고, 특급호텔과 해양리조트, 야간 콘텐츠 확충으로 체류 시간을 늘린 뒤, 지역 특화 MICE 산업을 통해 재방문을 촉진한다는 계획이다.
권역별 관광 전략도 제시됐다. 포항은 녹색성장, 구미는 첨단산업, 경주는 역사문화, 안동은 전통문화를 중심으로 각각 MICE 산업을 육성해 지역별 특성을 살린 관광 거점을 구축한다는 구상이다.
동해안을 축으로 한 해양관광 벨트 조성도 핵심 사업으로 포함됐다. 경주·포항·영덕·울진을 연결하는 해양레저 복합관광지구와 ‘오션로드’를 구축해 분산된 관광 자원을 통합 브랜드로 묶고, 철도·버스·관광지 입장권을 연계한 광역 관광 패스 도입과 투어버스 운영으로 접근성과 편의성을 높인다는 방침이다.
디지털 기반 관광 인프라 확대도 함께 추진된다. 주요 관광지에는 AI 로봇 안내 서비스와 체험형 콘텐츠를 도입하고, 영천과 경주에는 AI 로봇잡월드와 체험관을 조성해 미래형 관광 콘텐츠를 강화할 계획이다.
아울러 신라·가야·유교 문화권을 연계한 내륙 관광벨트를 확대하고, 동해안 해양관광과 연결하는 순환형 관광 구조를 구축한다. 세계유산 자원 클러스터 조성과 K-헤리티지 연구원 설립, POST APEC 사업도 병행 추진할 예정이다.
재원 확보를 위해서는 ‘경북 관광 대전환 기금’을 조성하고, 지역 특성을 반영한 친환경 관광 모델 ‘경북형 그린웨이’를 확산한다는 계획이다.
이 후보는 “경북이 보유한 역사문화 자산과 해양 자원을 결합해 디지털·AI 기반의 새로운 관광 모델을 구축하겠다”며 “대한민국 대표 체류형 관광지로 도약시키겠다”고 밝혔다.

Furthermore, the plan aims to expand the inland tourism belt linking the Silla, Gaya, and Confucian cultural spheres and establish a circular tourism structure connecting it with East Coast marine tourism. The creation of a World Heritage resource cluster, the establishment of the K-Heritage Research Institute, and POST APEC projects will also be pursued in parallel.
To secure funding, the plan includes establishing the "Gyeongbuk Tourism Transformation Fund" and expanding the "Gyeongbuk Green Way," an eco-friendly tourism model that reflects regional characteristics.
