한국노총 금속노련 포스코노동조합과 민주노총 금속노조 포항 현대제철지회는 3월 19일 국회 소통관에서 공동 기자회견을 열고 철강산업 위기의 심각성을 공식 제기했다.
이번 공동 대응은 양대 노총이 업계 경쟁 구도를 넘어 함께 목소리를 낸 첫 사례로, 철강산업 위기가 개별 기업을 넘어 국가 경제 전반으로 확산되고 있음을 보여준다는 평가다. 이날 기자회견에는 여야 국회의원들도 참석해 사안을 국가적 의제로 부각시켰다.
노동계는 현재 철강산업이 글로벌 수요 침체와 공급 과잉, 탄소·에너지 비용 급등, 유가 및 환율 상승이 동시에 작용하는 ‘복합 위기’ 상황에 놓여 있다고 진단했다. 특히 철강이 방산·자동차·조선 등 핵심 산업의 기반인 만큼 산업 붕괴 시 제조업 전반으로 연쇄 충격이 불가피하다고 강조했다.
이에 양 노동조합은 ▲산업용 전기요금 부담 완화 ▲탄소배출권 제도 개선 ▲수소환원제철 등 친환경 기술 전환에 대한 국가 차원의 지원 확대를 정부에 요구했다.
포스코노동조합 김성호 위원장은 “현재 위기는 단순한 경기 침체를 넘어 제조업의 근간을 흔드는 수준”이라며 “마지막 골든타임을 놓치면 회복이 어려운 만큼 정부의 신속한 결단이 필요하다”고 밝혔다.
현대제철지회 송재만 지회장도 “탄소중립 전환 비용과 전기료 상승으로 공장 폐쇄와 고용 불안이 현실화되고 있다”며 “철강 산업위기 선제대응지역 지정과 전기료 인하, 친환경 전환 지원 확대는 더 이상 미룰 수 없는 과제”라고 지적했다.
정치권에서도 지원 필요성에 공감했다. 국민의힘 이상휘 의원은 “양대 노총이 한목소리를 낸 것은 산업사적으로도 엄중한 신호”라며 “정부가 철강을 국가 전략자산으로 인식하고 실질적 대책을 마련해야 한다”고 말했다. 이어 “‘K-스틸법’에 그치지 않고 국회 차원의 점검을 이어가겠다”고 밝혔다.
더불어민주당 권향엽 의원 역시 “글로벌 공급 과잉과 경기 둔화 속에서 철강산업 경쟁력이 약화되고 있다”며 “에너지 정책을 포함한 전방위적 지원이 시급하다”고 강조했다.
양 노동조합은 향후 철강산업 위기를 국가 산업안보 문제로 공식화하고, 공동 대응을 통해 정부 정책 변화를 지속적으로 요구해 나가겠다는 입장이다.

He added, "Since recovery will be difficult if we miss this last golden opportunity, the government needs to make a swift decision."
Song Jae-man, Chairman of the Hyundai Steel Branch, also pointed out, "Factory closures and job insecurity are becoming a reality due to the costs of transitioning to carbon neutrality and rising electricity rates." He noted, "Designating regions for preemptive response to the steel industry crisis, lowering electricity rates, and expanding support for eco-friendly transitions are tasks that can no longer be delayed."
The political sphere also shared the sentiment regarding the need for support. Representative Lee Sang-hwi of the People Power Party stated, “The fact that the two major labor federations have spoken with one voice is a grave signal in industrial history,” adding, “The government must recognize steel as a national strategic asset and devise practical measures.” He further announced, “We will not stop at the ‘K-Steel Act’ but will continue inspections at the parliamentary level.”
Representative Kwon Hyang-yeop of the Democratic Party of Korea also emphasized, “The competitiveness of the steel industry is weakening amidst global oversupply and an economic slowdown,” and stressed that “comprehensive support, including energy policy, is urgently needed.”
Both labor unions maintain the position that they will formalize the crisis in the steel industry as a national industrial security issue and continuously demand changes in government policy through joint responses.
