박 예비후보는 비싼 산업용 전기요금과 철강 중심의 단일 산업 구조가 포항의 성장 동력을 약화시키고 있다고 진단하며, 전기요금 체계 개편과 산업 생태계 혁신을 통해 도시 경쟁력을 근본적으로 재편하겠다고 밝혔다.
그는 “지방이 전기를 생산하고도 혜택은 수도권이 가져가는 구조는 반드시 바뀌어야 한다”며 “기존 생산 중심 산업 구조만으로는 미래를 담보할 수 없다”고 강조했다.
이번 공약은 ▲산업용 전기료 인하 ▲첨단소재 특구 지정 및 투자 유치 ▲철강 수요 창출 기반 구축 등 세 가지 축으로 구성됐다.
우선 산업 경쟁력 강화를 위해 산업용 전기요금을 대폭 낮추겠다는 방침이다. 국회 차원의 ‘K-스틸법’을 근거로 우대요금제와 고정요금제 도입을 추진하고, 전기요금을 120원 수준으로 인하해 기업의 제조원가 부담을 줄이겠다는 구상이다. 아울러 포항·광양·당진을 연결하는 연대 플랫폼을 구축해 정부 정책 대응력을 높이겠다고 밝혔다.
첨단 산업 육성을 위한 기반 마련도 핵심 과제로 제시됐다. 박 예비후보는 포항을 국가전략 첨단소재 특화지역으로 지정하고, 대기업 투자 유치를 위한 인프라를 선제적으로 확보하겠다고 밝혔다. 이를 위해 200만 평 규모의 첨단소재 스마트밸리 조성과 기업 전용 항만 구축을 추진하고, 그래핀·방산·이차전지 등 신소재 분야 기업 유치와 함께 1만 개 이상의 일자리 창출을 목표로 제시했다. 나노바이오 신약 실증 연구소 설립을 통해 연구개발 기반도 강화한다는 계획이다.
철강 산업의 체질 개선 방안도 포함됐다. 단순 생산 중심에서 벗어나 실제 수요를 창출하는 도시로 전환하겠다는 구상이다. 공공사업과 건설 현장에 포항 철강 제품의 우선 사용 기준을 도입하고, 공공시설에 철강 제품 적용을 확대하는 시범사업을 추진한다. 이와 함께 철강 시험·실증 공간 조성과 판로 지원 전담 조직 운영을 통해 2차 가공 및 중소기업 육성에 나선다.
박 예비후보는 “포항의 산업 경쟁력은 도시의 생존과 직결된 문제”라며 “청년들이 떠나지 않고 지역에서 일자리를 찾을 수 있는 산업 기반을 반드시 만들겠다”고 말했다.

Based on the National Assembly-level ‘K-Steel Act,’ the plan envisions pushing for the introduction of preferential and fixed-rate systems, and lowering electricity rates to around 120 won to reduce the burden of manufacturing costs for companies. Additionally, it was announced that a solidarity platform connecting Pohang, Gwangyang, and Dangjin would be established to enhance responsiveness to government policies.
Laying the groundwork for fostering high-tech industries was also presented as a key task. Preliminary Candidate Park stated that he would designate Pohang as a national strategic specialized region for advanced materials and proactively secure infrastructure to attract investment from large corporations. To this end, he proposed promoting the creation of a 2 million-pyeong Advanced Materials Smart Valley and the construction of a port dedicated to businesses, while setting a goal of creating over 10,000 jobs by attracting companies in new materials sectors such as graphene, defense, and secondary batteries. The plan also includes strengthening the R&D foundation through the establishment of a nanobio new drug demonstration institute.
Measures to improve the fundamental structure of the steel industry were also included. The vision is to transform the city from a focus on simple production into one that generates actual demand. We will introduce priority usage standards for Pohang steel products in public works and construction sites, and promote pilot projects to expand their application in public facilities.
