포항시는 23일 시청 대회의실에서 ‘의료·요양 통합돌봄 출범식’을 열고 지역 중심 통합돌봄 체계 구축의 시작을 공식화했다고 밝혔다.
이번 출범은 ‘의료·요양 등 지역 돌봄의 통합지원에 관한 법률’ 시행에 맞춰 추진된 것으로, 기존의 분절된 돌봄 서비스를 하나로 통합해 지역사회 중심으로 연계하는 새로운 돌봄 모델을 의미한다.
이날 행사에서는 통합돌봄 추진 경과보고와 비전 선포, 관계기관 간 협력 의지를 다지는 퍼포먼스 등이 진행되며 포항형 통합돌봄 체계의 출발을 알렸다.
포항시는 이번 사업을 통해 읍면동과 보건소, 의료·요양·복지기관 간 협력을 강화하고, 퇴원 환자의 지역사회 연계, 방문 의료, 재가요양, 일상 돌봄 등 현장 중심 서비스를 확대해 나갈 계획이다.
또한 지역사회 협력체계를 기반으로 돌봄 공백과 서비스 중복을 최소화하고, 시민이 체감할 수 있는 통합돌봄 환경을 조성한다는 방침이다.
장상길 포항시장 권한대행은 “이번 출범은 시민 삶의 질을 높이는 중요한 전환점”이라며 “시민이 살던 곳에서 존엄하고 건강한 삶을 이어갈 수 있도록 의료·요양·복지 자원을 유기적으로 연계해 체감도 높은 통합돌봄을 실현하겠다”고 밝혔다.
한편 포항시는 2024년부터 노인 의료·돌봄 통합지원 시범사업에 참여해 지역 맞춤형 모델을 구축해 왔다. 이 과정에서 포항시의사회를 비롯한 보건의료단체와 ‘내집에서의원’, ㈜나눔과돌봄사회서비스센터, 퇴원환자 협력병원 5곳, 노인맞춤돌봄기관, 종합사회복지관, 지역자활센터 등과 협력해 기반을 마련해 왔다.

Meanwhile, Pohang City has been participating in the pilot project for integrated support for elderly medical care and care since 2024, building a region-specific model. During this process, the city has laid the groundwork by collaborating with healthcare organizations, including the Pohang Medical Association, ‘Naejipseo Clinic,’ Nanum & Dolbom Social Service Center, five partner hospitals for discharged patients, customized elderly care agencies, comprehensive social welfare centers, and local self-reliance centers.
