파주시가 지역 경제 내 자금 순환 구조 구축을 위한 본격적인 행보에 나섰다.
파주시는 지난 20일 '파주형 지역공공은행 추진 모델 수립 연구용역' 최종보고회를 개최하고, 파주형 지역공공은행의 추진 방향을 논의했다.
이번 연구는 지역에서 형성된 자금이 외부로 유출되지 않고 지역 경제 안에서 순환할 수 있는 구조를 마련하는 데 목적을 두었다.
또한 시민과 소상공인, 기업 등 지역 경제 주체의 금융 접근성을 높이기 위한 정책 방안을 다각도로 검토했다.

연구는 인천대학교 양준호 교수를 중심으로 인천대학교 산학협력단이 수행했다.
파주시의 지역 금융환경과 제도적 여건, 재정 상황 등을 종합적으로 분석해 파주시에 적용 가능한 지역공공은행 추진 모델과 단계별 추진 방향을 제시했다.
특히 이번 연구에서는 특별법 제정 이후 추진 가능한 지역공공은행 설립 모델과 함께, 현행 제도 범위 내에서 검토 가능한 공공금융 기능 및 단계적 추진 방안도 함께 담겨 정책 적용 가능성을 높이는 데 중점을 뒀다.
최종보고회에서는 연구 결과 발표와 함께 파주형 지역공공은행 모델의 정책적 의미와 향후 검토 과제 등에 대한 심도 있는 의견 교환이 이뤄졌다.
파주시 관계자는 "이번 연구는 파주시 여건을 반영한 지역공공은행 추진 모델을 종합적으로 검토한 데 의미가 있다"며 "연구 결과와 논의된 의견을 바탕으로 파주형 지역공공은행 추진 방향을 지속적으로 검토해 나갈 계획"이라고 밝혔다.
한편, 파주시는 연구 과정에서 시민 이해를 높이고 다양한 의견을 수렴하기 위해 지난 3월 6일 '파주형 지역공공은행 시민설명회'를 개최해 지역공공은행의 개념과 추진 방향을 시민들과 공유한 바 있다.
