23일 관계당국에 따르면 이날 오후 1시 11분께 영덕군 영덕읍 창포리 산 113 일원 풍력발전기 19호기에서 화재가 발생했다. 불은 풍력발전기 날개(프로펠러) 부위에서 시작된 것으로 추정되며, 인근 산림으로 번지며 산불로 확산됐다.
사고 당시 현장에서는 오전 9시부터 풍력발전기 수리 작업이 진행 중이었으며, 작업자 3명이 화재 발생 이후 연락이 두절됐다. 이후 수색 과정에서 이들 3명 모두 숨진 채 발견됐다.
사망자는 김모(84년생·부산), 문모(68년생·부산), 전모(81년생·경기 평택) 씨 등 3명으로 확인됐다.
이번 화재로 풍력발전기 19호기 1기가 전소돼 가동이 중단됐으며, 당국은 추가적인 산림 피해 여부를 조사하고 있다.
현장에는 경찰 8명, 소방 30명, 공무원 15명, 산불진화대 20명 등 총 73명이 투입됐으며, 헬기 4대가 동원돼 진화 작업이 진행됐다. 도청 헬기 추가 투입도 요청된 상태다.
사고 직후 영덕군은 재난문자를 발송하고 재난안전대책본부를 가동했으며, 군수와 부군수가 현장 지휘본부를 운영하며 대응에 나섰다.
시간대별로는 오후 1시 11분 최초 신고 접수 이후 1시 23분 헬기 투입, 1시 35분 산불 확산, 1시 59분 작업자 3명 연락 두절 확인, 오후 2시 34분 시신 1구 발견에 이어 이후 추가로 2구가 발견됐다.
관계당국은 화재 원인을 조사하는 한편, 산업재해 여부에 대해서도 고용노동부와 함께 정밀 조사에 착수할 방침이다.
한편, 지난 2월에는 영덕군의 한 풍력발전단지에서 높이 약 80m에 달하는 풍력발전기가 중간부에서 꺾이며 도로 쪽으로 쓰러지는 사고가 발생하기도 했다.
