원주지방환경청은 24일 청사 대회의실에서 상수원 보호구역 내 지속 가능한 에너지 자립과 주민 소득 증대를 위한 '태양광 보급 확대 실무회의'를 전격 개최했다고 밝혔다.
이번 회의는 상수원 보호구역 지정으로 인해 수십 년간 행위 규제의 불편을 감내해 온 주민들을 위해 마련됐다. 회의장에는 강원 및 경기권 12개 시·군의 주민지원사업 담당자들이 총출동해, 국고 보조금 등 관련 예산을 활용한 태양광 발전설비 확대 방안을 놓고 머리를 맞댔다.
가장 눈길을 끄는 대목은 주민들의 통장을 두둑하게 채워줄 실질적인 수익 모델이다. 원주환경청은 개별 가구의 전기 요금을 획기적으로 깎아주는 '주택용 태양광'은 물론, 마을회관 옥상 등 유휴 부지에 설치해 생산된 전기를 판매해 짭짤한 수익을 올리는 '전력수급계약(PPA)'까지 주민 수요에 맞춘 다채로운 모델을 제시했다.
