고양특례시가 행정 효율성 제고와 예산 절감을 위해 추진해 온 ‘백석별관 부서 재배치’ 사업이 시의회의 문턱을 넘지 못하며 또다시 제동이 걸렸다.
24일 고양시에 따르면 2026년도 제1회 추가경정예산안에 편성됐던 해당 사업 예산 40억 원이 시의회 심의 과정에서 전액 삭감됐다.
이로써 지난해부터 이어진 네 차례의 예산 편성 시도가 모두 무산되며 사업 추진에 큰 차질이 불가피해졌다.
예산 삭감이 반복되면서 재정적 부담과 행정 비효율, 시민 불편이 동시에 가중되고 있다.
현재 시는 민간 건물 8개소를 임차해 부서를 분산 운영하고 있으며, 이에 따른 임차료와 관리비로 연간 약 13억 원이 지속적으로 지출되고 있다.
또한 부서가 여러 곳에 흩어져 있어 협업 체계 구축이 어렵고 업무 몰입도 역시 저하되는 상황이다.

이를 통해 흩어진 행정 기능을 통합하고 ‘원스톱 행정 서비스’를 제공하는 한편, 유휴 자산의 활용도를 높이겠다는 구상이었다.
특히 시는 그동안 논란이 됐던 투자심사 등 절차적 쟁점에 대해서도 관계 법령 검토와 중앙 행정기관의 유권해석을 통해 합법성과 정당성을 확보했다는 입장이다.
그럼에도 불구하고 반복되는 예산 삭감에 대해 깊은 유감을 표명했다.
고양시 관계자는 “이번 사업은 유휴 자산을 효율적으로 활용해 반복되는 임차료 지출을 줄이고 재정 건전성을 확보하기 위한 필수적인 조치”라며 “의회와 더욱 긴밀히 소통해 공감대를 형성하고 시민들이 체감할 수 있는 행정 서비스 질 향상을 위해 사업 추진 방안을 재모색하겠다”고 밝혔다.
한편 충분히 활용 가능한 시 자산을 두고도 매년 막대한 임차 비용이 지출되는 상황이 이어지면서, 행정 서비스 개선을 기대해 온 시민들의 우려 또한 커지고 있다.
