충남도가 대한민국 국방의 심장부인 논산을 ‘AI 국방로봇’의 전초기지로 만들기 위해 국내 최대 방산 기업 및 정관계와 힘을 합쳤다.
충남도는 24일 국회에서 황명선 국회의원(논산·계룡·금산), 논산시를 비롯해 한화에어로스페이스, 현대로템, LIG넥스원, 한국항공우주산업(KAI) 등 글로벌 방산 체계기업들과 ‘방산혁신클러스터 유치 및 K-방산 경쟁력 강화’를 위한 업무협약을 체결했다.
이번 협약은 방위사업청이 주관하는 ‘2026 방산혁신클러스터’ 공모 사업 유치를 위한 포석으로, 지자체와 정치권, 그리고 국내 방위산업을 이끄는 핵심 기업들이 단일 대오를 형성했다는 점에서 의미가 크다.
협약에 따라 참여 기관과 기업들은 △방위산업 육성을 위한 공동 연구개발(R&D) 및 사업화 지원 △대기업과 중소·벤처기업 간 상생 협력 모델 구축 △지역 인재 양성 및 일자리 창출 등에 협력하기로 했다.

충남도는 이번 달 말, 논산시 내동과 연무읍 일원에 2030년까지 약 499억 원을 투입하는 ‘AI 국방로봇 특화 방산혁신클러스터’ 조성 신청서를 제출할 예정이다. 주요 사업으로는 국방 신산업 기술 개발 지원, 창업 및 민간 우수 기술의 방산 진입 유도, 특화 연구·시험 인프라 구축 등이 포함됐다.
도는 논산이 방산혁신클러스터의 최적지라는 점을 강조하고 있다. 인근 대전의 국방과학연구소(ADD)와 대덕연구단지라는 강력한 연구 인프라를 갖추고 있으며, 국방대와 건양대 등을 통해 AI·로봇 분야 전문 인력을 안정적으로 공급받을 수 있기 때문이다.
여기에 차세대 지상 무인 체계의 핵심 거점이 될 ‘국방미래기술연구센터’와 ‘국방국가산업단지’가 논산에 들어서는 만큼, 연구와 제조, 실증이 한곳에서 이뤄지는 전주기 산업 생태계 구축이 가능하다는 분석이다.
충남도 관계자는 “단순한 연구를 넘어 실제 전장에서 사용될 무기체계로 거듭나기 위해서는 정밀한 제조와 가혹한 환경에서의 실증 과정이 필수적”이라며 “이번 클러스터 유치를 통해 논산을 전국 최대 규모의 실증 테스트베드로 조성하고, AI 국방로봇이 탄생하는 첨단 국방기술의 메카로 키워나가겠다”고 밝혔다.
