선거 직후 당선이 확정되는 새벽 시간대, 공무원들이 당선인 캠프를 찾아 꽃다발을 전달하며 대기하는 이른바 ‘새벽 꽃다발 의전’ 관행을 타파해야 한다는 주장이 제기됐다.
충남도의회 안종혁 의원(천안3·국민의힘)은 이러한 행태가 공직자의 휴식권을 침해하고 도민의 신뢰를 떨어뜨리는 구태라며 강력한 개선을 촉구했다.
안 의원은 24일 열린 제365회 임시회 제1차 본회의 5분 발언을 통해 공직사회가 함께 머리를 맞대고 반드시 청산해야 할 낡은 관행으로 '심야 의전'을 정면 조준했다.
그는 과거 자신의 선거 경험을 직접 언급하며 당시의 문제점을 생생하게 지적했다. 선거일 새벽, 캠프 주변을 서성이며 눈치를 보던 이들이 알고 보니 충청남도와 도의회, 도교육청 소속의 공무원들이었다는 것이다.
안 의원은 긴급하게 전달된 축하 꽃다발과 증서를 보고 선거관리위원회의 공식 당선증으로 착각할 정도였다며 당시의 과열된 분위기를 설명했다.

Representative Ahn emphasized that exchanging congratulations in a normal public setting would prevent unnecessary waste of manpower and time, and allow the elected to receive congratulations with a much more at ease.
