고양특례시의회 본회의장에 청소년들의 목소리가 울려 퍼졌다.
고양시청소년재단 마두청소년수련관은 지난 21일 ‘제9대 고양시청소년의회’가 공식 출범했다고 24일 밝혔다.

이번 출범식에는 김미수 고양특례시의회 위원장을 비롯해 지역 시의원과 청소년 의원, 시민 등 약 70여 명이 참석해 새 의회의 첫 걸음을 축하했다.
고양시청소년의회는 「고양시 청소년의회 구성 및 운영에 관한 조례」에 따라 매년 구성되며, 청소년이 직접 지역 현안을 발굴하고 정책을 제안하는 참여기구이며 특히 청소년 의견을 실제 시정에 반영하는 데 초점을 맞추고 있다는 점에서 의미가 깊다.
올해 제9대 청소년의회는 운영위원회를 중심으로 기획행정·환경경제·건설교통·문화복지 등 5개 상임위원회로 구성됐고 이들은 앞으로 청소년이 직접 발굴한 정책 제안, 본회의 및 자유발언, 정책공청회 등을 통해 지역사회 변화를 이끌 계획이다.
지난 8대 청소년의회에서 제안된 ‘여성청소년 비상용 생리대 무료 지급기 확대 설치’ 정책이 실제 시정에 반영된 사례도 있었다.
고양시는 오는 2026년도 사업으로 백마공원, 오거리공원, 후곡 롯데아파트 정류장 인근 등 10곳의 공중화장실에 무료 지급기를 설치할 예정이며 이는 청소년 제안이 예산 편성과 정책 집행으로 이어진 대표적 성공 사례로 평가받는다.
이날 행사에서는 청소년의회 의원 23명과 청년 멘토 5명에게 최회재 고양시청소년재단 대표이사가 위촉장을 전달했으며 또한 이동환 시장과 김운남 의장의 축사 영상이 상영됐으며, 김미수 위원장과 고부미·조현숙·천승아 의원 등이 참석해 청소년들의 활동을 격려했다.
의장단 선거에서는 대진고등학교 양은호 학생이 의장에, 조주연 학생이 부의장에 선출됐으며 또 백마중학교 박하영(기획행정), 백신중학교 강라현(환경경제), 저현고등학교 김은우(건설교통), KCIS 국제학교 오종혁(문화복지) 청소년이 각각 상임위원장을 맡아 청소년 정책 발굴에 나선다.
양은호 신임 의장은 “23명의 청소년의원이 활발히 참여할 수 있는 분위기를 만들고, 청소년들의 생생한 의견이 시정에 반영될 수 있도록 노력하겠다.”며 포부를 밝혔다.
