고양특례시가 행정안전부가 주관한 ‘2025년 지방자치단체 적극행정 종합평가’에서 3년 연속 우수기관으로 선정되며 적극행정 선도 도시로서의 위상을 다시 한번 입증했다.
이번 평가는 전국 243개 지방자치단체를 대상으로 2025년 한 해 동안의 적극행정 추진 실적을 종합적으로 분석한 것으로, 적극행정 활성화 노력과 제도 활용 이행 성과, 시민 체감도가 높은 우수사례 발굴, 국정과제 성과 및 공무원 보호제도 운영 등 5대 항목과 18개 세부 지표를 기준으로 진행됐다.
고양시는 전 지표에서 최고 등급인 ‘우수’를 획득하며 전 분야에서 고른 성과를 나타냈다.
특히 적극행정위원회를 적극 활용해 장기간 지연되던 현안을 해결하고, 적극행정 공무원에 대한 보호제도를 실질적으로 운영한 점이 높은 평가를 받았다.
공직자들이 규제와 관행에 얽매이지 않고 창의적으로 업무를 추진할 수 있도록 제도적 기반을 마련한 점도 주요 성과로 꼽힌다.
고양시는 그동안 ‘시민이 체감하는 변화’를 시정의 핵심 가치로 삼고 공직사회 전반에 도전과 혁신의 문화를 확산시키는 데 힘써왔다.
실패를 두려워하지 않는 조직 분위기 조성을 위해 보상체계와 지원책을 강화한 결과, 다양한 적극행정 성과로 이어지고 있다.
실제로 시는 범정부 적극행정 경진대회에서 우수상을 수상하고, 국민권익위원회로부터 적극행정 국민신청 우수 유공기관으로 선정되는 등 관련 분야에서 꾸준한 성과를 거둬왔다.
고양시 관계자는 “3년 연속 우수기관 선정은 시민 행복을 위해 관행을 깨고 창의적으로 업무를 수행해 온 공직자들의 노력의 결과”라며 “앞으로도 현장 중심의 행정을 통해 시민들이 체감할 수 있는 실질적인 변화를 지속적으로 만들어가겠다”고 밝혔다.
