고양특례시가 최근 중동발 군사적 긴장 고조에 따른 국제 유가 급등과 에너지 수급 불안 상황에 선제적으로 대응하기 위해 ‘승용차 5부제’를 본격 시행한다고 27일 밝혔다.
지난 25일부터 시행된 이번 조치는 자원안보 위기가 고조됨에 따라 공공부문이 앞장서 에너지를 절약하고 수급 안정을 도모하기 위한 취지에서 마련됐다.
이번 5부제 적용 대상은 고양시 소유의 공용차량과 시 산하 임직원이 운행하는 10인승 이하 승용자동차다. 차량 번호판의 끝자리 번호를 기준으로 요일별 운행이 제한된다.

화요일: 끝자리 2, 7번
수요일: 끝자리 3, 8번

단, 주말(토·일)과 공휴일은 운영 대상에서 제외되어 자유로운 운행이 가능하다.
시는 직무 수행의 효율성과 교통 약자의 편의를 고려해 예외 규정도 마련했다.
△전기·수소차 등 친환경 자동차 △장애인·임산부·유아 동승 차량 △장거리 출퇴근(30km 이상) 차량 등은 5부제 적용을 받지 않는다.
고양시는 5부제 시행에 따른 직원의 불편을 줄이기 위해 유연근무제를 적극 활용, 출퇴근 시간을 분산하도록 권장하고 있다.
또한 내부망 공지, 청사 안내 방송, 부서별 교육 등을 통해 전 직원의 자발적인 참여를 독려 중이다.

아울러 시는 제도 실효성을 높이기 위해 공공기관 주변의 주정차 위반 차량에 대해서도 집중 단속을 병행할 방침이다.
