충남도의회 보건복지환경위원회(이하 위원회)가 도민의 삶에 밀접한 복지·환경 분야 조례안을 심사하며 실효성 있는 정책 마련에 나섰다.
위원회는 27일 열린 제365회 임시회 제1차 회의에서 보건복지국, 인구전략국, 환경산림국 소관 조례안을 다루며 행정의 형평성과 안전망 강화를 주문했다.
이번 심사에서 위원들은 미숙아와 노인 등 사회적 약자를 위한 지원 체계의 허점을 메우는 데 주력했다. 특히 미숙아 호흡기세포융합바이러스(RSV) 예방접종비 지원과 관련해, 건강보험 적용 여부에 따른 실질적인 자부담 금액을 도민들이 명확히 알 수 있도록 표기 방식의 개선을 요구했다.

특히 청소년의 스마트폰 사용 환경이 범죄와 직결될 수 있다는 점을 지적하며, 해외 사례처럼 교육 현장 내 스마트폰 관리 등 정책적 접근이 필요하다는 의견이 나왔다.
산림 자원 관리 부문에서는 숲길 내 차량 및 오토바이 진입 제한 규정의 실효성 문제가 도마 위에 올랐다. 현재 진입 제한 규정은 존재하지만 위반 시 제재가 미비한 실정인 만큼, 지자체 차원의 관리·감독과 실질적인 대응 방안을 마련해 산림복지 서비스의 질을 높여야 한다는 지적이다.
