박 예비후보는 “포항은 내연산·운제산 등 전체 면적의 67%를 차지하는 풍부한 산림 자원을 보유하고 있음에도 임업 분야는 그동안 충분한 관심과 투자를 받지 못했다”며 “산림을 지키고 키우는 것이 환경과 경제를 동시에 살리는 길”이라고 강조했다.
박 후보는 이를 위해 △친환경 방충 신기술 도입 △산림 부산물 수익화 지원 △임업 전담 부서 신설 △산림관광 활성화 △AI 기반 산불 대응체계 구축 등 5대 핵심 공약을 제시했다.
우선 친환경 방충 신기술 도입을 통해 기존 화학 방충제 의존도를 낮추고 산림 생태계 보호와 시민 안전을 동시에 확보하겠다는 방침이다. 산림 해충 방제에 있어 환경오염 우려를 줄이고 지속 가능한 관리 체계를 구축하겠다는 구상이다.
또한 가지치기와 벌채 과정에서 발생하는 산림 부산물을 바이오매스 에너지, 목재 펠릿, 친환경 건축 자재 등으로 활용하는 자원순환 체계를 구축해 임업 종사자의 소득 증대와 신산업 창출을 도모한다는 계획이다.
행정 기반 강화를 위해 ‘임업 전담 부서’ 신설도 추진한다. 박 예비후보는 “전담 조직 없이 체계적인 산림 관리와 지원은 한계가 있다”며 “전문 인력을 배치해 산림 관리부터 임업인 지원까지 원스톱 행정체계를 구축하겠다”고 밝혔다.
산림관광 분야에서는 내연산과 운제산을 중심으로 산림치유시설과 레포츠 단지를 결합한 ‘포항 힐링 포레스트’를 조성해 체류형 관광을 활성화하겠다는 비전을 제시했다.
아울러 기후변화에 따른 산불 대응 강화를 위해 AI 빅데이터 기반 산불 감시·분석 센터를 구축하고 드론을 활용한 선제 대응 체계를 마련할 계획이다. 이를 통해 산불 발생 가능성을 실시간으로 예측하고 초기 대응 역량을 대폭 강화하겠다는 전략이다.
박 예비후보는 “기후위기 시대에 산림의 가치는 더욱 중요해지고 있다”며 “포항의 산림 자원을 시민이 체감할 수 있는 소득과 지속 가능한 일자리로 연결하겠다”고 밝혔다. 이어 “그간 쌓아온 정책 역량을 바탕으로 임업의 가치가 제대로 평가받는 도시, 자연과 산업이 공존하는 포항을 만들겠다”고 덧붙였다.
