파주시의 오랜 숙원 사업이자 성매매집결지 폐쇄의 핵심 프로젝트인 ‘연풍 리본(Re:born) 프로젝트’가 사실상 마지막 행정 관문을 통과하며 본격적인 추진 국면에 들어섰다.
시는 올해 1월 착수한 실시계획인가 절차가 순조롭게 진행됨에 따라 오는 4월 말 최종 고시를 앞두고 있다고 밝혔다.
이번 인가는 지난해 도시계획시설 결정에 이은 후속 조치로, 연풍리 일대를 시민 중심의 복합 복지·문화공간으로 재구조화하기 위한 결정적 단계다.

현재 파주시는 실시계획인가를 위한 주요 절차인 주민 의견 청취와 중앙토지수용위원회 사업인정 협의, 소규모 재해영향평가 등을 차질 없이 진행하고 있다.
행정 절차가 예상보다 원활하게 이어지면서 전체 사업 일정 역시 앞당겨질 가능성이 커지고 있다.
시는 4월 말 실시계획 고시가 완료되는 즉시 토지 보상과 건축설계 공모를 병행 추진해 사업 속도를 한층 끌어올릴 방침이다.
이번 사업의 첫 단계는 ‘성평등과 치유의 공간’ 조성으로, 2028년 준공을 목표로 추진된다.
앞서 파주시는 ‘경기도 생활SOC 환원 공모사업’ 대상지로 선정되며 도비 160억 원을 확보해 안정적인 재원 기반을 마련했다.
