군은 증평역 인근 철도 하부 통로박스에 기존 통로와 분리된 별도의 보행자 전용 통로박스 신규 개설이 확정됐다고 2일 밝혔다.
차량과 보행자가 함께 이용하는 구조에서 벗어나 보행자만 이용할 수 있는 전용 통로를 신설해 안전한 보행 환경을 확보한다는 계획이다.
현재 통로박스는 1979년 개설된 시설로 노후화로 인한 누수와 물고임, 겨울철 결빙 등이 반복돼 안전 우려가 꾸준히 제기됐다.
보행 공간도 협소해 휠체어나 유모차 이용이 어렵고 보행자 간 교행조차 쉽지 않아 이용 불편이 이어졌다.
특히 보건소와 장애인복지관, 노인복지관 등이 위치한 증평 보건복지타운으로 향하는 주요 접근로로 교통약자 이용이 많아 보행 환경 개선 요구가 지속적으로 제기돼 왔다.
군은 누수 보수와 아스팔트 정비 등 소규모 개선을 이어왔지만 근본적인 문제해결은 쉽지 않았다.
통로가 충북선 철로 아래를 통과하는 구조여서 철도시설 관리 권한과 예산 문제 등으로 사업 추진에 제약이 따랐기 때문이다.
2024년 통로 이용 주민 600여 명이 국민권익위원회에 고충민원을 제기하며 개선 필요성이 공론화됐고, 이후 증평군과 군의회, 국토교통부, 국가철도공단 등이 협의를 이어가며 사업 추진의 물꼬가 트였다.
군은 군계획시설 결정을 통해 사업의 법적 근거를 마련하고 관계기관을 수차례 방문해 국비 확보에 나서는 등 해결 방안을 모색했다.
특히 이 과정에서 지역구 국회의원인 임호선 의원(증평·진천·음성)의 협력과 지원이 더해지며 사업 추진이 속도를 냈다.
그 결과 지난달 27일 국가철도공단과 업무협약을 체결하며 사업 추진을 공식화했다.
국가철도공단은 총사업비 82억 원을 투입해 올해 실시설계를 진행하고 2027년 착공, 2029년 준공을 목표로 사업을 추진할 계획이다.
보행자 전용 통로가 조성되면 차량과 보행 동선이 분리돼 주민과 교통약자의 이동 안전성이 크게 개선될 것으로 기대된다.
한 주민은 “보건복지타운을 이용할 때마다 통로가 좁아 항상 위험하게 느껴졌는데 앞으로는 안심하고 걸어 다닐 수 있을 것 같아 기대가 크다”고 말했다.
