임채호 더불어민주당 안양시장 예비후보가 지난 6일 안양시에서 안양시 개인택시조합과 정책 협약을 체결하고, 택시 운수종사자의 노동 환경 개선과 지역 택시 산업 보호를 위한 종합 대책을 추진하겠다고 발표했다.
이번 협약은 시민 이동의 핵심 수단인 택시 서비스의 질을 높이기 위해 종사자의 근로 여건을 개선하는 한편, 관외 택시의 불법 영업 문제를 해소하여 공정한 운송 질서를 확립하려는 취지에서 마련됐다.
협약에 따라 양측은 택시쉼터 조성 및 노후 시설 정비, 스마트 택시 정류장 현대화, 택시 갓등 및 장비 지원, 관외 택시 불법 영업 집중 단속, 정례적 소통체계 구축 등 5대 과제를 공동으로 추진하기로 합의했다.
특히 임 후보는 종사자의 과로 방지와 휴식권 보장을 위해 주요 거점에 신규 택시쉼터를 조성하고, 기존 시설의 전면적인 개선을 추진하겠다고 강조했다. 아울러 비가림막과 냉·난방 의자, 야간 조명 등을 갖춘 스마트 택시 정류장을 확충하여 이용 환경 개선에도 나설 계획이다.
불법 영업 근절을 위한 구체적인 대책도 제시됐다. 임 후보는 "관외 택시의 사업구역 외 영업과 승차거부 문제는 지역 택시업계의 생존권을 위협하는 사안"이라며, 당선 시 관계 부서와 경찰이 협력하는 상시 ‘집중 단속반’을 운영하고 강력한 행정처분을 추진하겠다는 의지를 밝혔다.
또한 현장의 의견을 정책에 실질적으로 반영하기 위해 정기적인 소통 창구를 마련하고, 협약 이행 상황을 시민과 종사자들에게 투명하게 공개하는 등 현장 중심의 행정을 제도화한다는 방침이다.
임채호 예비후보는 “택시 종사자의 근무 환경 개선은 시민의 안전과 직결되는 문제”라며 “무너진 시장 질서를 바로잡고 지역 택시업계의 생존권을 확실히 지켜내겠다”고 말했다.
형남식 안양시 개인택시조합장은 “이번 협약이 종사자 처우 개선과 지역 택시 산업의 건전한 발전으로 이어지는 중요한 계기가 되길 기대한다”고 화답했다.
