교육장 공모제 및 주민추천제 도입으로 행정 민주성 강화
5개 자치구 교육지원청 설립 추진 “현장 밀착형 지원 체계 구축”
성광진 대전시교육감 예비후보가 교육청에 집중된 권한을 현장으로 분산하고 학교를 교육 본연의 공간으로 되돌리기 위한 ‘대전형 교육자치 단계적 확대 정책’을 발표했다.
성 후보는 대전·충남 행정통합 시대를 대비해 교육행정의 패러다임을 정책 중심의 본청과 현장 지원 중심의 지원청으로 이원화하겠다는 구상을 구체화했다.
7일 오전 대전시교육청 출입기자들과 간담회를 개최한 성광진 예비후보는 먼저 인사 행정의 민주성을 높이기 위해 교육장 개방형 공모제와 주민참여 추천제를 도입한다고 밝혔다.
기존의 승진 중심 인사 체계에서 벗어나 전문성과 역량을 갖춘 인사를 투명하게 선발하겠다는 취지라고 설명한 성 예비후보는 교장 공모제도 단계적으로 확대하여 학교 혁신을 이끌 동력을 확보할 방침임을 공언했다.
교육행정의 접근성을 높이기 위한 구조 개편안도 제시됐다.
현재 동부와 서부 2개 체제로 운영 중인 교육지원청을 5개 자치구별 교육지원청으로 확대 신설하는 방안이다. 이를 통해 행정구역과 교육구역을 일치시켜 시민 체감도를 높이고, 학교 가까이에서 실질적인 행정 지원이 이루어지도록 유도한다는 계획이다.
특히 본청은 미래 교육 전략과 재정 등 거시적 정책에 집중하고, 교육지원청은 학교 행정 지원과 민원 조정을 전담하는 '학교 지원 중심 기관'으로 역할을 재정립하고, 교육지원청 내에 갈등 조정 시스템을 구축해 교사가 각종 민원과 행정 부담에서 벗어나 수업에만 전념할 수 있는 환경을 조성하겠다고 밝혔다.
나아가 장기적으로는 법률 개정을 통해 교육장 직선제 도입을 추진한다.
교육장을 지역 교육의 정치적·사회적 책임을 지는 주체로 세워, 지역 간 교육 격차 해소와 마을 교육 공동체 구축 등 각 자치구 특색에 맞는 맞춤형 교육 비전을 실행하도록 하겠다는 비전이다.
