충청남도가 재생에너지 발전사업 추진 과정에서 발생하는 이익을 지역 주민과 공유하고, 주민 참여를 법적으로 보장하는 제도적 기반을 마련한다.
충남도의회는 이용국 의원이 대표 발의한 ‘충청남도 주민참여형 재생에너지 및 개발이익 공유에 관한 조례안’이 8일 기획경제위원회 심사를 통과했다고 밝혔다.
이번 조례안은 에너지 전환 과정에서 발생하는 주민 갈등을 최소화하고, 지역사회의 수용성을 높여 지속 가능한 발전 모델을 구축하는 데 목적을 뒀다.
조례안은 주민이 발전사업에 직접 투자자로 참여하는 ‘주민참여형 사업’의 범위를 명확히 하고, 사업권자가 얻은 수익을 지역에 환원하는 ‘개발이익 공유’ 체계를 구체화했다.
특히 수익 환원 방식은 단순한 현금 배당에 그치지 않고 전기요금 보조, 마을 공동사업 지원, 지역 인재 육성을 위한 장학금 지급 등 지역 실정에 맞춰 다양하게 선택할 수 있도록 설계했다.
적용 대상은 설비용량 기준 500㎾ 이상의 태양광 발전사업과 3㎿ 이상의 풍력 발전사업이다. 조례가 시행되면 해당 규모 이상의 사업자는 착공 전 주민과 상생협약을 체결하기 위해 노력해야 하며, 원활한 의견 수렴을 위해 주민협의체를 구성할 수 있는 근거도 마련됐다.
이와 함께 주민들의 참여 문턱을 낮추기 위한 지원책도 담겼다. 도는 주민 출자금에 대한 이차보전 지원은 물론, 주민참여형 펀드 조성을 위한 전문 자문과 정보 제공, 에너지 협동조합 설립을 위한 교육 등을 지원할 수 있게 된다.
