이번 개정에 따라 야영장과 실외체육시설 설치를 위한 거주 요건이 기존 10년에서 5년으로 줄어들어 주민들의 사업 진입 문턱이 낮아졌다. 또한 시도별 설치 총량도 관할 시군 수의 3배에서 4배로 확대됐다. 경기도의 경우 개발제한구역이 있는 시군이 21개로 야영장과 실외체육시설 허가 물량이 각각 기존 63개에서 84개로 늘어나게 됐다.
