충청남도 부여군이 전국 230개 기초지방자치단체를 대상으로 한 정부 수상 실적 평가에서 2위와 압도적인 격차를 벌리며 1위를 차지, 대한민국 지방 행정의 새로운 이정표를 세웠다.
지난 10일 경희대학교 서울캠퍼스에서 열린 ‘2026년 춘계정책포럼’에서 덕성여자대학교 박현용 교수는 ‘기초 지자체 수상 내역과 지역혁신자원 간 관계 분석’ 연구 결과를 공개했다.
이번 분석은 2022년부터 2025년까지 정부 부처의 31개 포상 실적을 가중 합산(대통령상 5점, 국무총리상 3점, 장관상 1점)하여 도출한 결과다.
분석 결과, 부여군은 총 58점을 획득하여 전국 지자체 중 당당히 1위에 올랐다. 이는 평가 대상 지자체 전체 평균인 7.6점을 8배 가까이 상회하는 수치이며, 2위를 기록한 당진시(30점)의 점수와 비교해도 두 배에 육박하는 놀라운 성적이다.

단순히 재정 자립도에 의존하는 것이 아니라, 지역 자원을 현대적으로 재해석하는 정책 기획력과 이를 실현하는 행정 역량이 지자체의 성패를 결정짓는 핵심 요소임을 증명한 사례다.
이번 결과는 인구 감소와 재정적 한계라는 공통된 난제를 안고 있는 중소도시들에게 시사하는 바가 크다.
박 교수는 “지방 경쟁력을 강화하기 위해서는 청년 일자리 창출과 산업 생태계 조성, 그리고 복지 인프라 확충에 정책 역량을 집중해야 한다”며, 향후 평가 체계에 인구 규모와 지역 특성을 반영한 상대평가 도입이 필요하다고 제언했다.
부여군 관계자는 “이번 성과는 지역이 가진 고유한 역사문화 자원을 청년층과 함께 새로운 가치로 재창조해낸 결과”라며, “앞으로도 부여만의 강점을 극대화한 특화 정책을 지속적으로 펼쳐 ‘작지만 강한 지방자치’의 성공 모델을 완성해 나가겠다”고 밝혔다.
