충청남도가 경제적·지리적 여건으로 인해 전문적인 행정 서비스 혜택을 받기 어려운 도민들을 위해 ‘마을행정사’ 제도를 도입하고 본격적인 지원에 나선다.
이를 위해 충남도는 14일 도청 중회의실에서 홍종완 행정부지사와 관계자들이 참석한 가운데 ‘마을행정사 위촉식’을 개최했다고 밝혔다. 이날 위촉된 19명의 마을행정사는 오는 5월부터 도민들의 행정적 고충을 해결하는 길잡이 역할을 수행하게 된다.
마을행정사는 각종 인허가 신청부터 민원 서류 작성, 행정심판 청구 및 이의신청 등 고도의 전문성이 요구되는 행정 업무 전반에 대해 무료 상담을 제공하는 제도다.
특히 전문 인력을 찾기 어렵거나 비용 부담으로 인해 권익 보호에 소외되었던 취약계층을 위해 마련된 만큼, 천안·논산·당진·금산 지역을 중심으로 행정사 수임에 어려움을 겪는 도민들에게 실질적인 도움을 줄 것으로 보인다.
위촉식 이후에는 전병화 충남지방행정사회장이 주관하는 역량 강화 교육이 진행됐다. 마을행정사들은 실제 현장에서 발생할 수 있는 다양한 민원 사례와 실무 중심의 상담 기법을 공유하며 전문성을 높였다.
충남도는 이번 제도가 시행되면 도민들이 복잡한 행정 절차 앞에서 겪었던 막막함을 해소하고, 행정 서비스의 균형 발전을 도모하는 계기가 될 것으로 기대하고 있다.
