군은 지난 14일 군청 집무실에서 국립한국교통대학교와 ‘외국인 주민 대상 산업안전·화학 안전 교육 업무협약’을 체결했다.
이날 협약식에는 조병옥 군수와 윤승조 총장이 참석했으며, 협약식은 3000여 개의 기업이 밀집한 음성군에서 전체 주민의 16%를 차지하는 외국인 주민의 안전을 보다 촘촘하게 지키기 위해 마련됐다.
산업 현장에서 외국인 근로자의 역할이 날로 커지고 있으나 안전 수칙을 제대로 이해하지 못한 경우가 반복되면서, 지역사회에서 언어와 문화의 차이를 실질적으로 고려한 안전교육 필요성이 제기돼왔다.
이에 군은 올해 들어 선제적 조치를 잇따라 추진해 왔다. 지난 6일에는 한국소방산업기술원과 함께 전국 최초 외국인 맞춤형 AI 화재안전 교육 플랫폼을 도입한 데 이어, 이번 협약을 통해 전문적인 산업·화학 교육 기반까지 갖추며 외국인 근로자의 산업재해 안전망을 한층 강화했다.
협약에 따라 양 기관은 △외국인 주민 대상 안전교육 프로그램 공동 기획·운영 △정주 지원을 위한 교육·연구 협력 △공동 협력사업 발굴 등을 추진한다.
교육 운영에 있어서 국립한국교통대학교가 전문 교육과정을 설계하고 교육 인프라를 뒷받침하는 역할을 수행한다. 또한 음성군외국인지원센터와 지역 내 비영리단체인 음성군외국인근로자상담지원센터, 소피아외국인센터, 음성군외국인노동자지원센터는 외국인 주민과 가장 가까운 현장에서 교육을 직접 전달하는 창구로서 핵심적인 역할을 담당한다.
교육과정에서는 단순 이론 전달 교육과 더불어 최첨단 VR 장비를 통해 추락·끼임·부딪힘 등 산업 현장의 3대 다발 사고와 화재·폭발 상황을 직접 체험하도록 할 방침이다.

군은 이번 협약이 외국인 주민과 산업 현장 사이의 안전 공백을 실질적으로 좁히는 데 기여할 것으로 기대하고 있다.
윤승조 총장은 “이번 협약은 대학의 교육 역량과 인프라를 외국인 교육 수요와 직접 연결하는 실천 사례”라며 “충북 RISE 추진체계에 맞춰 외국인 주민의 안정적인 정착을 지원하고 지역과 함께 문제를 해결하는 데 최선을 다하겠다”고 말했다.
군 관계자는 “이번 협약은 군민의 안전을 지키고 지역 기업의 경영 안정을 뒷받침하기 위한 안전망 강화의 출발점”이라며 “외국인 주민 누구도 소외되지 않고 빈틈없는 사회안전망을 갖춘 군을 만들기 위해 행정력을 집중하겠다”고 말했다.
