이번 성과는 경북 RISE K-LEARNing 프로젝트의 핵심 축인 지속가능평생직업교육사업단과 포용사회혁신교육사업단을 기반으로 이뤄졌다.
‘Blue Thread’는 해양문해력(Ocean Literacy)을 실천하는 개인과 기관, 단체를 연결하는 국제 플랫폼으로, 지속 가능한 해양 관리와 교육·혁신, 정책 연계를 주요 목표로 한다. UNESCO-IOC와 프라다(PRADA)의 리나일론(Re-Nylon) 프로젝트와 연계해 운영되고 있다.
동국대 WISE캠퍼스는 UNESCO-IOC가 제시한 기술·과학·예술·교육 등 4대 분야 가운데 교육 부문 주체로 선정됐다. 특히 아시아 대학 가운데 Blue Thread에 이름을 올린 유일한 대학이라는 점에서 의미를 더한다.
동국대 WISE캠퍼스 RISE사업추진단 포용사회혁신교육사업단은 이번 참여를 계기로 기존 평생직업교육 사업을 해양문해력과 접목한 지역혁신 모델로 확대할 계획이다. 실직자와 이주민, 느린학습자, 장애인, 다문화가정 아동·청소년 등 사회적 취약계층을 대상으로 해양 생태 이해와 지역문제 해결 역량을 키우는 포용형 교육 프로그램도 단계적으로 추진한다.
또한 한국과 동아시아를 잇는 교육 거점으로서 학생과 지역주민이 함께 참여하는 소셜 리빙랩 기반 사업도 전개할 예정이다.
향후 사업은 경주 감포 해역과 동해 해양생태계를 중심으로 구체화된다. 동국대 WISE캠퍼스는 해양문해력 교육, 오염 데이터 수집·분석, 해양생물 관찰, 생태보전 가치 학습, 지역 해양문제 해결, 문화 정체성 강화 프로그램 등을 추진해 평생직업교육과 사회적 포용, 지역혁신을 아우르는 융합형 대학 모델을 본격화할 방침이다. 이를 통해 유엔 지속가능발전목표(SDG) 달성에도 기여한다는 계획이다.
이영찬 동국대 WISE캠퍼스 지속가능평생직업교육사업단·포용사회혁신교육사업단장은 “이번 Blue Thread 참여는 평생직업교육과 사회적 가치 실현 사업을 국제적 해양문해력 의제와 연결하는 중요한 전환점”이라며 “지역 취약계층과 시민, 학생이 함께하는 해양문해력 기반 리빙랩을 통해 지속가능한 지역혁신 모델을 만들고 아시아를 대표하는 해양문해력 중심 대학으로 도약하겠다”고 말했다.

Dongguk University WISE Campus Joins UNESCO Ocean Literacy Network… First East Asian University
Dongguk University WISE Campus (President Ryu Wan-ha) has been designated as a participating institution in ‘Blue Thread,’ a global ocean literacy network operated by the UNESCO Intergovernmental Oceanographic Commission (UNESCO-IOC). This is noteworthy as the first such case among domestic universities in East Asia.
This achievement was made possible through the Sustainable Lifelong Vocational Education Center and the Inclusive Society Innovation Education Center, which serve as the core pillars of the Gyeongbuk RISE K-LEARNing Project.
‘Blue Thread’ is an international platform connecting individuals, institutions, and organizations practicing ocean literacy, with the primary goals of sustainable ocean management, education and innovation, and policy linkages. It is operated in conjunction with the UNESCO-IOC and Prada’s Re-Nylon project.
Dongguk University’s WISE Campus has been selected as the lead entity for the education sector among the four major fields—technology, science, arts, and education—as presented by UNESCO-IOC. This achievement holds particular significance as it is the only university in Asia to be named a Blue Thread.
Taking this opportunity, the Inclusive Society Innovation Education Project Team of the RISE Project Promotion Group at Dongguk University’s WISE Campus plans to expand its existing lifelong vocational education programs into a regional innovation model that integrates marine literacy. It will also implement inclusive educational programs in stages to cultivate an understanding of marine ecosystems and the capacity to solve local problems for socially vulnerable groups, including the unemployed, migrants, slow learners, people with disabilities, and children and adolescents from multicultural families.
Furthermore, as an educational hub connecting Korea and East Asia, the campus plans to develop social living lab-based projects involving both students and local residents.
Future projects will be concretized with a focus on the Gampo waters in Gyeongju and the marine ecosystem of the East Sea. Dongguk University's WISE Campus plans to fully implement a convergence-type university model encompassing lifelong vocational education, social inclusion, and regional innovation by promoting programs such as marine literacy education, pollution data collection and analysis, marine life observation, learning about the value of ecological conservation, solving local marine issues, and strengthening cultural identity. Through this, the university aims to contribute to achieving the United Nations Sustainable Development Goals (SDGs).
Lee Young-chan, Head of the Sustainable Lifelong Vocational Education and Inclusive Society Innovation Education Projects at Dongguk University's WISE Campus, stated, "Participation in the Blue Thread is a significant turning point that connects lifelong vocational education and social value realization projects with the international marine literacy agenda." He added, "We will create a sustainable regional innovation model through a marine literacy-based living lab involving local vulnerable groups, citizens, and students, and leap forward as a leading marine literacy university representing Asia."
