13일 한국스리랑카불교사원 등의 설명을 종합하면, 2022년 8월 경기 화성시 제부도 인근 해상에서 임무 수행 중이던 공군 F-4E 전투기가 엔진 화재로 추락했다. 당시 조종사 2명은 비상 탈출에 성공했지만, 낙하산 줄과 김 양식장 밧줄 등에 얽혀 바다 위에서 구조를 기다리는 위급한 상황이었다.
인근 양식장에서 일하던 스리랑카 국적 노동자 루완(35)씨와 동료들은 사고를 목격한 직후 배를 몰고 현장으로 향했다. 이들은 양식 도구를 이용해 얽힌 줄을 끊어 조종사들을 구조했고, 이후 구조 헬기가 위치를 확인할 수 있도록 연막탄을 터뜨리는 등 구조 작업을 도왔다.

이 같은 구조 사실은 사고 발생 뒤 외국인주민 상담지원센터를 통해 뒤늦게 알려졌으며, 루완씨 일행은 관련 공로로 표창을 받았다. 이들은 과거에도 침몰 위기에 처한 낚싯배 승객을 구조한 경험이 있는 것으로 전해졌다.
그러나 루완씨는 이후 체류 기간이 만료되면서 미등록 체류자가 됐고, 건강 악화로 치료를 받는 과정에서 일자리까지 잃는 등 어려움을 겪어왔다. 경북 영천의 한국스리랑카불교사원에 머물며 도움을 기다리는 상황에 놓이기도 했다.
사연이 알려지자 공군본부는 당시 구조된 조종사의 증언 등 자료를 확보해 법무부에 선처를 요청했다. “국가적 조력자를 보호해야 한다”는 의견도 함께 전달됐다.
법무부는 루완씨의 공로를 인정해 미등록 체류에 따른 범칙금을 전액 면제하고, 취업이 가능한 G-1 체류 자격을 부여하기로 했다. 이에 따라 루완씨는 강제 추방 위기에서 벗어나 합법적으로 체류하며 생계를 이어갈 수 있게 됐다.
루완씨는 “도움을 바라고 한 일은 아니었지만 많은 분들이 도와줘 감사하다”며 “앞으로도 도움이 되는 일을 하며 살고 싶다”고 말했다.

Mr. Luwan said, "I did not do this expecting help, but I am grateful for the support from so many people," adding, "I want to continue living my life doing work that is helpful."
