국민의힘 강대식 의원(대구동구을)이 영세사업자의 예비군 훈련 시 훈련비를 지급하도록 하는 ‘예비군법’ 개정안을 대표 발의했다.
지난 22일 강대식 의원은 자영업자·소상공인을 비롯한 국민겅강보험법 상 지역가입자의 예비군 훈련 시 훈련비를 지급하도록 하는 ‘예비군법’ 개정안 대표 발의했다고 밝혔다.

현행 예비군법에 따르면 고용자는 피고용자가 예비군대원으로 동원되거나 훈련을 받을 경우 불리한 처우를 하여서는 안된다고 규정하고 있어 공무원, 공·사기업 직원 등 피고용자는 예비군 훈련 기간을 공가로 인정받아 임금 전액을 보전 받고 있다.
그러나 자영업자, 소상공인 등 영세사업자는 고용자로서 예비군 훈련 시에 따르는 경제적 손실을 본인이 전부 부담해야하는 실정이다.
이에 강대식 의원은 “자영업자와 소상공인 등 영세사업자 분들이 고용자라는 이유로 합당한 보상을 받지 못하고 있다”면서 “경제적인 손실을 감당하고 예비군 훈련에 나선 분들에게 병역 의무 이행이 경제적 부담으로 이어지지않도록 대책이 필요하다”고 말했다.
