[브레이크뉴스=이성용기자] 부산항 신항건설로 어업권이 소멸된 어촌계 주민들이 보상 차원에서 받은 땅을 조합이 공식적인 총회 절차도 거치지 않고 거액의 담보대출을 받아 임의로 사용했다는 의혹이 불거졌다.
창원시 진해구의 4개 어촌계 계원들로 구성된 비법인 사회단체 '진해소멸어업인조합'의 A조합장 등은 조합 명의로 이전된 보상용 토지에 대해 근저당을 설정한 뒤 지난 2월 16일 전남 진도농협으로부터 35억원을 대출 받았다.
조합은 이 대출금으로 임원 월급과 활동비, 조합원들의 활동 성과에 따른 보상금 등을 지급한 것으로 확인됐다.
앞서 조합 측은 지난해 12월 31일에도 이 땅을 담보로 진해 웅천농협으로부터 10억 원의 대출금을 받아 토지매입비로 사용한 것으로 알려졌다.
그러나 일부 조합원들은 "전체 조합원들의 공동소유인 땅을 조합원들의 동의도 구하지 않고 담보대출을 받아 조합장 등이 임의로 돈을 지출한 것은 배임에 해당한다"며 반발하고 있다.
