개발도상국의 덫에 걸릴 시기에 우리나라는 93대전엑스포 개최를 통하여 세계인으로부터 엑스포 사상 가장 성공한 엑스포라는 찬사를 받고 선진국으로 도약하는 발판을 마련하였으며 대전 시민에게는 자긍심과 막대한 가치를 지닌 유산을 남겨 주었다.
엑스포가 끝난 후, 남문주차장 자리에 수목원과 예술의 전당, 연정국악원, 시립 미술관이 들어서고 잘 정비된 갑천은 산책과 휴식코스로 만들어졌으며 엑스포 부지를 국민교육의 장으로 활용하는 엑스포 과학 공원이 운영되면서 도심 한복판에 가장 넓은 시민 휴식공간을 가진 도시가 되었다.
엑스포조직위원장이었던 오명 장관이 건설교통부 장관으로 가면서 토지개발공사 소유의 부지를 설득과 회유를 통하여 엑스포기념재단에 부지소유권을 넘기게 되었고 그로 인하여 대전이 무한한 가능성을 지닌 광역시로 거듭날 잠재력을 가지게 되었다.
당시 엑스포기념재단 과학공원이 운영의 난항을 겪게 되었을 때 국무회의 경제장관 대책회의 안건에 올라 심의하였고 국가차원의 대책을 마련하는 고민도 하였다.
그런데 이상한 일이 일어났다.
DJP연합 정부가 탄생하면서 갑자기 대전시는 산업자원부 산하기관인 엑스포기념재단을 대전시에 넘겨 달라고 요청, 정치적으로 타협하여 국회에서 기념재단법을 폐지하고 지방정부에 국가 재단의 모든 자산을 이관하는 안 좋은 선례를 남기며 이관이 되었다.
국무회의에서 문제 해결을 위해 국가예산을 투입하거나 국가기관을 이전하려던 계획들도 무산되었고 전혀 예산을 투입할 능력이 없는 대전시의 간부회의에서 엑스포 과학공원의 운명을 결정을 하게 되었다. 당시 들리는 풍문으로는 건설업을 하던 지역 국회의원과 함께 공원 부지를 택지조성하려 했다는 추문도 있었지만 엑스포기념재단법을 폐지하면서 부칙에 과학진흥사업 용도 외로는 사용할 수 없다는 조항을 삽입하여 대전시는 거대한 자산을 받고도 아무것도 할 수가 없는 힘든 세월로 지금에 이르렀다.
둔산 신도시를 정면으로 바라보고 큰 국가사업을 담았어야할 공원부지는 국민들의 시선이 멀어지면서 과학 공원으로서 동력을 잃고 대전시의 애물단지로 전락하고 만다.
“내가 장관, 차관을 30년을 하는 동안 가장 보람 있고 자랑스러운 일을 하나를 선택하라면 대전엑스포를 꼽을 거야.” 장관으로 대학총장으로 재임중 지방출장을 가게 되면 꼭 일부러 엑스포 부지를 들려 조용히 같이 한 바퀴 돌면서 오명 장관께서는 말씀하셨다.
“가장 아쉬운 것은 엑스포를 성공적으로 치렀고 기념재단법을 만들어 엑스포당시 조성된 자금과 자산을 엑스포 기념사업을 하도록 사후관리를 철저히 해 놨는데 대전시가 운영도 제대로 못하면서 왜 양여를 받았는지 지금도 이해하기 힘들다.“ 라며 난항을 겪는 엑스포 과학공원을 보며 한탄을 하셨다.
그런데 때마침 2003년 오명장관께서 과학기술부총리로 취임하면서 “이제 내가 마지막 엑스포공원 문제를 정리할 수 있는 기회가 주어졌다.”라며 당시 염홍철 대전시장과 박성효 기획관리실장에게 국가가 주도적으로 공원 부지를 활용하여 개발할 수 있도록 소유권을 정부로 다시 이양하자고 설득을 하였다.
오히려 문제가 많았던 과학 공원을 국가로 귀속하는 것을 결사반대를 하던 과학기술부 관료들을 당시 과학기술정보위원회소속이던 권선택 국회의원과 함께 설득하고 회유하여 간신히 과기부 산하기관인 한국과학재단에 소유권을 이양하기로 결정하여 시행하기로 하였다.
그런데 돌연 동의하고 진행하던 대전시에서 사용할 계획이 있다며 넘길 수 없다고 하여 정부로 다시 이양하려던 계획은 무산되고 말았다.
오명 과학기술부장관께서 대통령에게 건의하여 과학문화재단을 대전시로 이전하고 대전국립중앙과학관과 엑스포 과학공원 부지를 통합하여 세계에서 가장 큰 국민과학교육의 장으로 만들어 엑스포정신을 이어가면서 청소년에게 이공계 꿈을 심어주는 거대한 과학문화재단 설립계획이 사라지게 되었다.
