It was announced that the 『Dongducheon City Growth Management Planning Area and Growth Management Plan』 was decided and announced on November 24, 2023 in order to guide development and provide management direction.
Due to the revision of the Enforcement Decree of the National Land Planning and Utilization Act, the city will no longer be able to locate new factories and manufacturing plants in planning management areas where a growth management plan has not been established from January 27, 2024. The service was ordered and promoted quickly, and the target area was a planning management area with high development pressure, excluding pre-planned land and development land. About 3.77㎢ of land was designated as a growth management planning area and plan establishment was completed.
Growth management plan areas were divided into general type and induced type (residential type, neighborhood type, and industrial type) considering regional characteristics and development conditions. In the case of the guided type, it is planned to minimize functional conflicts due to mixed use by specifying construction restrictions (unallowable use) of buildings, and the growth management plan includes △ plans for infrastructure, △ plans for building density and incentives, and △ buildings. It was established with contents such as a plan for use, an environmental management plan, and a plan for mountain development and landscape planning.
Kim Mi-hwa, head of the Urban Regeneration Department, said, “In order to realize the goal of the 8th popularly elected municipal administration in the target area, ‘Renew Dongducheon, empower citizens!’, we tried to minimize regulatory obligations in accordance with the principles of planning,” adding, “Various incentives that can be realized.” “We have decided to actively review and determine items so that we can receive the relief benefits of building-to-land ratios of 50% or less and floor area ratios of 125% or less, and we will actively review future urban planning to ensure that it is not a regulation but a plan that is helpful and beneficial to citizens,” he said.
