브레이크뉴스 정명훈 기자= 정부가 21일 비수도권 개발제한구역(그린벨트)를 폭넓게 해제하겠다고 발표했다.
정부는 이날 울산전시컨벤션센터에서 '대한민국 국가대표 산업 허브 울산'을 주제로 열린 13번째 민생토론회에서 이같은 내용을 발표했다.
진현환 국토교통부 제1차관은 이날 민생토론회 전 가진 브리핑에서 "비수도권 그린벨트를 폭넓게 해제할 수 있도록 허용하고 유연하게 운영해 나갈 계획"이라며 "2025년에는 지역전략산업에 대한 비수도권 내 그린벨트 해제가 본격화돼 사업 착수가 가능할 수 있을 거로 본다"고 설명했다.
이어 그는 "지역별 특성에 맞게 유연하게 적용할 계획"이라며 "지역전략산업은 기존에는 해제가 불가능한 환경평가 1급·2등급지에도 그린벨트 대체지를 신규 지정하는 것을 전제로 해제를 허용하겠다"고 강조했다.
진 차관은 특히 "현재 토지이용규제 기본법에 등록된 규제만 336개"라며 "필요성을 상실한 낡은 규제는 일몰제 도입과 일괄해제 절차를 신설하여 빠르게 개선해 나가겠다"고 했다.
그린벨트가 풀리는 규모와 범위에 대해선 "아직 예단할 순 없다"며 "지자체에서 먼저 그린벨트 해제 수요를 받아본 뒤 거기에 여러가지 전문적인 검토와 또 중앙도시위원회 자문을 거쳐 국무회의에서 최종 확정된다"고 설명했다.
아울러 수도권 내 그린벨트에 대해선 해제 검토 대상이 아니라고 했다. 그는 "수도권은 알다시피 여전히 과밀 문제가 있기 때문에 당분간 수도권에 대해서는 별도로 여러 가지 규제 완화는 검토하고 있지 않다"면서 "다만 그린벨트 등급 평가 체계에 6가지 기준(임업적성도, 농업적성도, 경사도, 표고, 수질, 식물상)이 있는데, 그 등급에 대한 부분은 한번 연구해서 검토해보겠다"고 말했다.
