특히, 관료 출신 신규 사외이사들의 52%가 임기가 만료된 관료 출신 사외이사들의 자리로 교체됐고, 추가된 사외이사 자리의 절반 이상도 관료 출신들로 채워진 것으로 확인됐다.
관료 출신 사외이사들 중 가장 많은 비중을 차지한 기관은 검찰청으로, 43명 중 8명(19.5%)으로 나타났다.
