4.10 총선을 앞두고...미국 CIA-한국 NIS는 무엇을 할까? CIA는 미국 정보기관이고, NIS(국가정보원)는 한국 정보기관이다. 이 두 기관은 각기 국익에 종사하는 기관이다. 그러하니 각기 나름대로의 활동 방식이 있을 것이다.
4월10일 치러질 한국의 국회의원 선거를 앞두고, 이 두 정보기관은 과연 무엇을 하고 있을까? 어떠한 공작을 진행하고 있을까? 보수와 진보 중, 어느 편을 위해서 뛰고 있을까? 아니면, 어느 쪽에서, 한 편이 되어 뛰고 있을까?
노태우 전 대통령은 지난 1988년 7월 7일 ‘민족자존과 통일번영을 위한 특별 선언’을 했다. 이 선언에는 남북한 관계 개선과 사회주의권과의 관계 개선에 대한 의지가 표현돼 있다. 이에 따라 한국-러시아 간의 수교(1990.9.30.), 한국-중국 간의 수교(1992.8.24.)가 단행됐다. 이 당시, 국가적 분위기는 공산권의 대 개방이었다. 그러하니 당시 정권은 국가의 내부 분위기를, 진보 분위기 보다는 보수 쪽으로 강화했으리라고 짐작이 된다.
이런 시기의 국회의원 총선거가 지난 1992년 3월24일(14대 총선) 치러졌다. 노태우+김영삼+김종필 등 3인이 주도하던 정당끼리의 3당통합(1990.1.22.)이 이뤄진 직후였다.
그렇다면 2024년-지금의 시기는 어떠한가? 미국과 북한은 트럼프 전 대통령-김정은 국무위원장 간 3차례 정상회담을 가졌으나 미국-북한수교에 까지는 이르지 못했다. 그러나 2024년 11월 대선에서 트럼프 후보가 미국의 대통령에 당선된다면? 과거, 트럼프-김정은 간 미북 정상회담이 치러진 과정과 그 내용으로 보아, 미국-북한 수교의 급(急) 진전 가능성이 있다. 평양에 미국 대사관이 상주하게 된다면? 자국의 여권을 소지한 미국-북한 간 자유왕래 시대가 열리게 될 것이다. 그렇게 되면, 자연스럽게 남북 간의 관계도 자유왕래 시대의 문이 열리지 않겠는가?
이런 국제-국가-사회적인 분위기가 예상되는 시기에서, 한국을 혈맹국으로 생각해온 미국의 CIA나 한국 NIS(국가정보원)도 한국 내의 사회적 분위기를 보수로 만들려는 공작을 진행할 여지가 있다. 그러하니 2024년 4.10 총선에서는 진보의 승리보다는 보수의 승리가 예상된다.
참고로 한국-러사아 수교-한국-중국 수교가 이루어졌던, 중요한 전후의 시기였던 1992년 3.24 총선(14대 총선) 결과를 보자. 민주자유당 149석, 통일국민당 31석, 민주당 91석, 신정치개혁당 1석, 무소속 21석이었다. 총 의석은 299석인데, 소위 진보측은 98석을 얻는데 그쳤다. 보수가 크게 득세했다. 물밀듯이 몰고 들어올 공산권 이념을 막아내기 위한, 국가 내부의 단속-대비차원이었을 수도 있다. 재벌인 정주영 당=통일국민당이 창당되어 보수색깔을 진하게 해줬다.
2024년 4.10 총선 이후 한반도를 둘러싼 국제정세가 극렬한 냉전의 지속이 아닌, 한반도의 냉전이 급속 해빙(解氷)되는 평화시기로 치달린다면, 북한이 완전 개방되기 때문에, 그 대응 차원에서 한국 내의 정치 분위기는 보수로 이끌어져 갈 수도 있음이 예측된다. 그러하니 4.10 총선에서 보수의 득세를 예상해 볼 수 있다. 하지만 정치란 생물(生物)이다. 그 반대의 상황도 예상된다. 어떤 변화가 뒤따를까가 궁금하다.
냄비 속에 물을 가득 넣고 열(熱)을 가하면, 섭씨 100도가 되면 물이 팔팔 끓는다. 한반도를 둘러싼 냉전이 갑작스럽게 허물어지고, 경험하지 못한 평화시대 도래(到來)할 수도 있다. 왜? 한국이 세계적인 부자국가가 되었기 때문이다. 공산권 국가인 러시아, 중국, 북한 등이 자국(自國)의 경제적 이익을 위해, 부자 국가인 한국과 교류-협력을 하고 싶어 하기 때문이다.
