윤석열 대통령이 16일 훈 마넷 캄보디아 총리와 정상회담을 갖고 양국 간 전략적 동반자 관계 수립을 포함 상호 협력 수준을 강화키로 합의했다.
윤 대통령은 이날 오전 용산 대통령실에서 공식 방한 중인 마넷 총리와 가진 한·캄보디아 정상회담 모두 발언에서 "이번에 양국 간 전략적 동반자 관계를 수립케 된 걸 매우 뜻깊게 생각한다"며 "캄보디아와 교역·투자 협력을 확대하고 디지털 환경같은 미래지향적 분야 협력 강화도 기대하고 있다"고 말했다.
그러면서 "양국은 1997년 재수교 후 비약적 관계 발전을 이뤄왔다"며 "교역은 20배 증가했고 인적교류도 150배나 늘었으며 한국은 캄보디아 제2 투자국이 됐다"고 말했다.
이에 마넷 총리는 "캄보디아 경제성장·발전은 한국 기여와 분리할 수 없다"며 "경제·인프라·보건·교육 등 다양한 분야서 한국이 많은 기여를 했다"고 평했다.
또 "한국과 굳건한 관계를 소중하게 생각하는 한편 양자·다자적 관계서 양국 관계를 심화코자 한다"며 "이번 방문은 역동적 지속된 양국 관계를 전략적 동반자 관계로 끌어올리는 계기가 될 것"이라고 말했다.
더불어 인도적 차원서 이뤄진 양국 간 교류를 언급하며 윤 대통령 부인 김건희 여사를 거론 후 "특히 영부인께서 캄보디아 심장병 환아 수술을 지원해 주신 건 중요 사례"라고 말했다.
지난 2022년 11월 김 여사의 캄보디아 방문 당시 심장질환을 앓던 옥 로타 군을 만난 가운데 로타 군은 김 여사와의 만남을 계기로 한국서 수술받은 후 건강을 회복해 돌아갔다.
양 정상 간 만남은 이번이 두 번째로 지난해 8월 인도네시아 자카르타 아세안(ASEAN·동남아시아국가연합) 정상회의를 계기로 양자회담을 가진 후 8개월 만이다.
양 정상은 이번 정상회담에서 전략적 동반자 관계 수립 관련 공동성명을 채택한 가운데 정치·국방·안보·경제·금융·사회·문화·환경·개발협력 등 분야 협력을 강화키로 했다.
양 정상은 회담 후 양국 정부 간 문서 체결식을 가진 가운데 대외경제협력기금(EDCF) 차관에 관한 기본약정 개정의정서·투자협력 MOU·지적재산분야 심화 협력 MOU·마약류 단속 협력 강화 협약의향서·산업인재 양성 프로그램 MOU·지방도로 개선사업 4차 대외경제협력기금 차관 계약 등 문서 6건에 서명했다.
정상회담에 앞서 마넷 총리는 윤 대통령과 만나 방명록에 서명하고 기념촬영을 한 가운데 윤 대통령은 붉은 넥타이에 짙은 남색 정장, 마넷 총리는 짙은 보라색 넥타이에 검은 정장을 입었다.
