People Power Party Policy Committee Announces Science and Technology Pledges (Part 1)
In commemoration of the 59th Science Day, the People Power Party Policy Committee (Chairperson Jeong Jeom-sik) announced groundbreaking science and technology pledges aimed at propelling South Korea to become a "Rule Maker of global science and technology." Under the slogan "A Republic of Korea Where Science Is at the Center," these pledges aim to fundamentally improve the structure of the research ecosystem, going beyond mere budget increases.
The Policy Committee diagnosed that the current environment for research immersion in South Korea's scientific community is being hindered by excessive administrative regulations and rigid systems. Chairman Jeong Jeom-sik expressed his aspirations, stating, “In an era of competition for technological hegemony centered on AI, the brain drain and limitations of the compensation system directly lead to a weakening of national competitiveness.” He added, “We will find the solution to revitalizing the Korean economy in scientific and technological innovation by creating a research environment where the government provides support without interference.”
The first key pledge involves a substantial expansion of the national R&D budget. The plan is to raise the R&D budget from the current level of approximately 5% of the national budget to 7% by 2030, investing over 10 trillion won in R&D for national strategic technologies and over 5 trillion won in support for basic research. In particular, the vision is to secure technological sovereignty by strengthening "selection and concentration" on national strategic technologies such as AI, semiconductors, and biotechnology.
Furthermore, the party is pursuing an amendment to the Framework Act on Science and Technology to institutionally guarantee the status and treatment of scientists and technologists. This is interpreted as a determination to go beyond mere financial support to boost the pride of scientists and technologists and clarify their legal rights. The People Power Party emphasized that “an autonomous environment where researchers can devote themselves solely to research without administrative burdens or the fear of failure is the starting point of innovation,” clearly establishing a policy of state administration centered on science and technology.

The second part of the People Power Party’s science and technology pledges focuses on concrete measures for “compensation and environmental improvement” aimed at resolving difficulties in the research field and securing top talent. The plan envisions increasing research immersion through tangible benefits that researchers can actually feel.
First, to foster a challenging research atmosphere, penalties for “honest failure” will be completely eliminated. The Policy Committee stated, “Know-how and data from the process of failure are also valuable national assets,” and promised to “expand the Innovation City-type R&D model, which does not have dichotomous evaluation grades of success and failure.” To support this, the compensation system for researchers is also scheduled to be innovated. The plan includes unprecedented tax benefits, such as expanded tax exemptions for compensation for employee inventions, low-rate taxation on technology transfer revenue, and income tax reductions for up to 10 years for researchers in strategic technology fields.
Particularly noteworthy is the "Full Package for Supporting Research Immersion." To prevent career interruptions for female researchers due to childbirth and childcare, the plan introduces an "Automatic Research Gap Correction Evaluation System." Additionally, it promotes significant improvements to the Professional Research Personnel system, including the abolition of the doctoral degree requirement and a reduction in service duration. This is a desperate measure intended to prevent outstanding young scientists from leaving the field of research.
Finally, the plan pushes for the enactment of the "Regional Science and Technology Innovation Act" to foster region-led innovation. The goal is to move away from central government-led R&D and establish an ecosystem where regional hub universities and national research institutes collaborate. The Policy Committee repeatedly emphasized its commitment to creating a society where researchers are respected, stating, "Transforming South Korea from a follower into a leader ultimately depends on investing in people and the environment." Kwak Kyu-taek, Chief Floor Spokesperson for the People Power Party, strongly criticized President Lee Jae-myung’s suggestion to abolish the Special Tax Deduction for Long-Term Holdings (LTD), characterizing it as an "act of deceiving the people." In a commentary released today, Spokesperson Kwak sharply criticized the move, stating, "The President’s remarks on social media are causing serious confusion in the real estate market," and adding, "The ambiguous stance of the ruling Democratic Party is fueling this confusion."
Spokesperson Kwak refuted the President’s logic by emphasizing the essence of the TD. The People Power Party’s position is that "the TD is not merely a special privilege, but an essential mechanism designed to stabilize the market by adjusting for artificial profits resulting from inflation and encouraging long-term holdings." Regarding President Lee’s retort asking, “Why should taxes be reduced just because someone has owned a property for a long time?”, he warned, “If the burden of capital gains tax is further increased amidst already skyrocketing housing prices, the people will be trapped in a ‘prison of housing,’ deprived of their freedom of movement.”
Citing the fact that over 19,000 opposing opinions have flooded the National Assembly’s legislative notice website, he pointed out that the President’s argument is completely at odds with the sentiments of actual homeowners. Nevertheless, regarding the Democratic Party’s evasion claiming they “have not reviewed it,” Spokesperson Kwak sharply criticized them, stating, “Lawmakers in the pan-ruling bloc have already proposed a bill, and the President himself is advocating for its abolition; for the party to pretend ignorance is nothing more than a cover-up for the election.”
Finally, Spokesperson Kwak demanded a transparent statement of position from the Democratic Party. He pressured them, saying, “If you are convinced that the abolition of the long-term special tax deduction is a truly just policy, do not deceive the public with an ambiguous attitude; instead, boldly put it forward as a campaign pledge for the June 3 local elections and face the judgment of the people.” This commentary starkly revealed the differences in values between the ruling and opposition parties regarding tax reform and emerged as a new point of contention in the local elections.
