세종시의회 산업건설위원회가 5월 31일 연서면 봉암리 너먼들녘 상습 수해지구와 아름동 크린넷 제2집하장 현장방문을 시작으로 6월 10일까지 6일간 2024년도 행정사무감사를 실시한다고 밝혔다
행감에 앞서 산건위 위원들은 연서면 봉암리에 위치한 봉암배수장에서 ‘23년도 집중호우로 인한 너먼들녘 피해 현황을 보고받고 봉암지구 배수로 현황과 1995년부터 운영 중인 봉암배수장 시설을 점검했다.
봉암지구에서는 작년 집중호우로 인하여 0.12㎢의 농경지가 유실, 침수되어 채소와 인삼, 들깨 등 특용작물을 재배하고 있는 34개 농가가 피해를 입었다. 이에 시에서는 '27년 준공을 목표로 배수로 정비, 배수장 증설 등을 통한 침수 예방을 위해 문주지구 배수 개선 사업을 실시하고 있다.
산건위 위원들은 2027년 이전까지 매년 침수가 반복될 수밖에 없는 문제를 지적하며 배수 개선 사업 완료 전까지 임시로 배수로를 개선하고 배수장 양수 용량을 확대 강제 배수하는 등의 방안을 제시하며 침수 피해를 최소화하여 농민들의 고충을 덜어 줄 수 있도록 해달라고 당부했다.
이어서 2023년 두 차례 화재가 발생한 크린넷 제2호 자동집하시설을 방문하여 시설 및 운영 실태를 확인하고 크린넷 시설 전반에 걸친 문제점과 개선되어야 할 사항들을 지적했다.
산건위 위원들은 “세종시 시민들은 종량제 봉투를 구입해 크린넷 시설에 투입해야 하는 번거로움과 잦은 고장 등으로 인한 비용 부담 등으로 자동 집하시스템에 대해 부정적인 시각이 있다”면서 “현재 50리터 종량제 봉투를 한시적으로 제한하고 있는데, 관막힘이 근본적으로 해결될 수 있도록 하고 시민이 불편함이 없도록 운영·관리를 철저히 해달라”고 주문했다
아울러 집하시설 노후화 및 관 마모 등에 대한 대책을 지금부터 마련하여 향후 선제적인 대응이 가능하도록 운영계획 수립을 요청했다.
이현정 위원장은 “이번 2024년도 행정사무감사에서는 시민들의 불편사항 등 민원 해결 중심의 감사를 실시할 예정”이라며 “행정이 시민의 생활반경과 필요성에 맞게 확대, 개선되고 변화할 수 있도록 노력하겠다”고 말했다.
