31일 행정안전부 주관 ‘적극행정을 통한 그림자(행태) 규제개선 평가’에서 세종시의 빈집정비 사업 과정에서 불합리한 자치법규 규제를 선제적으로 개선한 사례가 지역 행정 효율 증진 분야 우수사례로 선정됐다고 밝혔다.
행정안전부는 전국 지자체를 대상으로 규제개선·적극 행정 노력을 통해 기업(생업)경영 개선 ,주민 편익 증진 ,시민 안전 강화 ,지역 행정 효율 증진 등을 이끈 분야별 우수·신규사례를 분기마다 선정하고 있다.
올해 1분기에는 전국 주요 사례 89건 중 총 40건의 신규사례와 지자체로 공유, 확산 필요성이 높은 사례 7건이 발굴됐다.
세종시는 이번 선정 결과 신규사례 2건, 우수사례 1건이 포함되는 성과를 올렸다.
우수사례로는 빈집 정비 사업의 걸림돌인 빈집 철거에 따른 재산세 상승 문제를 해결하기 위해 주택 멸실 후 재산세 3년 동안 50% 감면, 공용 또는 공공용 활용에 동의 시 5년 동안 재산세를 면제한 행정 사례가 선정됐다.
