2022년 7월 군민 여러분의 많은 성원과 기대 속에 출범한 제9대 태안군의회가 벌써 2년이라는 시간이 흘러 전반기 마무리를 앞두고 있습니다.

지난날을 되돌아보면 코로나19라는 초유의 사태로 군민의 부담감이 가중되었고 일상의 회복이 무엇보다 소중한 시기였으며, 32년만의 지방자치법 전부개정으로 군민과 의회 중심으로 변화하는 자치분권 2.0시대의 개막을 알렸습니다.
특히, 지방의회 인사권의 독립이 이루어지면서 정책지원관을 채용하고 사무직원의 임용과 승진을 의결하는 등 의회의 독립성은 한 차원 강화되었습니다. 하지만 의회의 조직과 인력에 대한 통제권인 정원 운영의 권한은 여전히 집행부에 남아있어 풀어 나가야 할 과제가 많은 실정입니다.

눈을 감고 지난 2년간의 의장 생활을 회상해 보면 참 많은 일들이 있었습니다. 특별히 기억에 남는 일은 해상풍력발전사업 관련 항의 방문과 허베이사회적협동조합의 정상화 촉구, 현대오일뱅크 페놀 배출에 따른 환경부 항의방문, 기업도시 정상화 촉구 등을 꼽을 수 있습니다.
2022년 12월경 해상풍력 발전사업과 관련한 예산을 편성할 때 일부 어업인들의 극심한 반대에 부딪혔고 군의회를 집단으로 항의 방문하며 회의 진행이 어려울 정도로 심각한 갈등을 빚은 적이 있습니다. 그 당시는 해상풍력 관련 예산 편성 여부와 별개로 본예산 승인이 이루어져야 하는 상황이었습니다. 만약 1월 1일까지 의결이 되지 않는다면 기본적인 시설 운영비와 법률상 정해진 경비만 편성되는‘준예산’체제로 가게 되어 군 행정 기능이 마비될 가능성에 우려가 깊은 상황이었습니다. 그래서 저는 태안군의회 초유의 경호권 발동이라는 선택을 하여 경찰력과 행정력을 동원하였습니다. 어업인들의 고충을 충분히 이해하고 있으나 불편한 마음을 안겨드렸던 부분에 대하여 죄송스럽게 생각하며, 앞으로 어업인과 군민의 의견을 적극적으로 수용하고 올바른 방향으로 사업이 추진될 수 있도록 집행부의 감시기관으로서 최선을 다하겠습니다.

이외에도 어촌뉴딜 등 대형 사업장의 방문을 생활화하였고 예산 편성 문제 등 집행부와의 갈등이 불거질 때도 많았지만 무엇이 군민을 위한 길인지 우선적으로 생각하여 집행부와 큰 마찰 없이 의회의 본분에 최선을 다하였습니다.
